This dissertation aims to investigate the initiative of networks, forum and consortium of Public Institutions of Higher Education in the Northeast in the perspective of creating synergy with the regional innovation system. As a methodological approach, a qualitative approach is used, as an instrument, document analysis and as a research corpus, the main documents that deal with organizations in a network of higher education institutions in the Northeast region were selected, in addition to other data (quantitative and qualitative ) related to the Northeast region, as well as consortium and network initiatives in the locality. To analyze the collected data, Content Analysis based on Bardin is used. It starts from the assumption that the phenomenon of globalization characterized by the integration of spaces has driven new organizational mechanisms of a network nature with the potential for common strategies and purposes on a global scale. In these power structures, different solutions and arrangements are discussed in a dynamic of inclusion and exclusion that foster increased competitiveness to achieve common interests. In this scenario, it is attributed to higher education institutions to create synergy with the regional innovation system to design a new institutionality capable of breaking with the logic of interest of globalization and cooperating with regional development. It appears that, within the contributions and other potentialities of the networks, forum and higher education cooperation consortium, we have the incipience of these projects, which make further findings unfeasible, so that we focus on some predictions, such as: the potential to develop several actions in the scenario of education, science and technology. Networking enables cooperation; scale gains in hiring/actions; capacity building with the fusion of resources, promotion of innovation, science and technology from the interconnection of sectors, institutions and actors; institutional partnerships; regional incentive policies, among others. At the present time, the process of setting up initiatives contributes to discussions on the relevance of cooperative processes, encourages the perspectives of a social institution and public good, and calls on institutions to reflect on their academic processes and the need to rethink their management models, training, innovation and regulation in the educational system.
