Trata-se de uma abordagem de avaliação de impacto da política pública. Para isso foi construído através do arcabouço teórico conceitos e conhecimentos que subsidiaram as análises dos dados originados pela pesquisa apresentada, a qual identificou a concepção de cinco dimensões para a construção do empoderamento, sendo elas, na esfera econômica, familiar/pessoal, sociocultural, legal/política e psicológica. A metodologia utilizada foi a abordagem multimétodos com a construção de instrumentos de coleta de dados quantitativos e qualitativos. Os instrumentos de coleta foram os questionários com três grupos de amostra – mulheres que concluíram os cursos ofertados pelo programa, mulheres que abandonaram o programa e mulheres que se inscreveram, mas não efetuaram suas matrículas –, e entrevistas com as beneficiárias do programa. Nas análises foram observadas categorias e variáveis que compõem as dimensões de empoderamento. Os resultados foram construídos através da análise da abordagem mista, onde no aspecto quantitativo foi possível mensurar as diferenças ou as similaridades entre os três grupos amostrais para cada uma das cinco dimensões investigadas, e no aspecto qualitativo foi analisada a percepção das beneficiárias sobre as contribuições da política. Diante das análises realizadas, foi possível verificar a relevância do programa em três das cinco dimensões de empoderamento.The present research aims to evaluate the Thousand Women Program in front of the construction of the female empowerment of its beneficiaries. It is an approach to assess the impact of public policy. For this, the concepts and knowledge that supported the analysis of the data originated by the presented research were constructed through the theoretical framework, which identified the five dimensions for the construction of the empowerment, being in the economic, family / personal, socio-cultural, legal sphere political and psychological. The methodology used was the multi-method approach with the construction of quantitative and qualitative data collection instruments. The collection instruments were the questionnaires with three sample groups - women who completed the courses offered by the program, women who left the program and women who registered but did not register - and interviews with the beneficiaries of the program. In the analyzes, categories and variables that compose the dimensions of empowerment were observed. The results were constructed through analysis of the mixed approach, where in the quantitative aspect it was possible to measure the differences or similarities between the three sample groups for each of the five dimensions investigated, and in the qualitative aspect the beneficiaries' perception was analyzed on the contributions of the policy.
