Desse modo, os Conselhos de Direito atuam na elaboração e controle das Políticas Públicas referentes à Criança e ao Adolescente desde as políticas sociais básicas, de assistência social e as de proteção especial, entre outras, e os Conselhos Tutelares no zelo e fiscalização dos direitos assegurados pelo Estatuto da Crianças e do Adolescente. Para que o Sistema de Garantia de Direitos funcione de forma preconizada pelo Estatuto da Criança e do Adolescente, faz-se necessário que a sociedade civil e governos (Nacional, Estadual e Municipal), estejam articulados e integrados, compartilhando responsabilidades e informações. A pesquisa teve o intuito de analisar a atuação do Conselho Tutelar junto as Instituições de Atendimento na defesa dos direitos das Crianças e Adolescentes em situação de Violência Doméstica. Pesquisa foi de caráter exploratória e explicativa, que teve como método de abordagem o dialético. Os sujeitos do estudo corresponderam a 20 profissionais que atuam nas Instituições de Atendimento à Crianças e Adolescentes vítimas de Violência Doméstica e 05 Conselheiros Tutelares que trabalham em Picos/PI. Os dados foram obtidos através de entrevista semiestruturada, observação direta, análise de documentos e foi realizada revisão bibliográfica. Após a coleta os dados foram consolidados e analisados de acordo com análise de conteúdo. Os resultados mostraram que os profissionais que atuam nas Instituições de Atendimento tem um conhecimento sobre Violência Doméstica e suas tipificações. Em relação aos desafios da Política de Atendimento, observamos que as Instituições realizam seus atendimentos de acordo com as condições oferecidas pelo município, 85% dos entrevistados não conseguem identificar os eixos de acordo com o Sistema de Garantia de Direitos e 15% excluíram a educação da Política de Atendimento. 100% dos profissionais consideraram que não existe comunicação adequada, nem referência e contra referência dos casos atendidos. Tendo em consideração que 25% dos profissionais sentem dificuldades em relação ao serviço prestado pelo Conselho Tutelar. No que concerne à atuação do Conselho Tutelar em Picos, este foi criado dois anos após o Estatuto da Criança e do Adolescente, 95% tem conhecimento sobre Violência Doméstica e os tipos, 100% dos Conselheiros Tutelares não utilizam a ferramenta do Sistema de Informação para Infância e Adolescência, eles tem um entendimento de como funciona e quem são as Instituições de Atendimento para Crianças e Adolescentes vítima de Violência Doméstica, porém não conseguem entender em qual eixo fazem parte no Sistema de Garantia de Direitos. Os dados mostram as fragilidades que existem na Política de Atendimento do município de Picos, a falta das Políticas Públicas para as Crianças e Adolescentes vítimas de Violência Doméstica e falta de interesse por parte do Poder Executivo em promover as Políticas Públicas, além dos descasos existentes que o próprio Conselho Municipal de Direitos das Crianças e Adolescentes, atual gestão, em fazer cumprir, no âmbito municipal, as diretrizes da Política de Atendimento, assim como a falta de articulação entre os eixos e entre as instituições do Sistema de Garantia de Direitos.The Child and Adolescent Statute proposed the Child and Adolescent Care Politic, with it, the creation of the Councils. This way, the Law Councils act in the elaboration and control of the Public Politics related to the Child and the Adolescent from the basic social politics, social assistance and those of special protection, among others, and the Guardianship Council in the devotion and fiscalization of the rights insured by the Statute of Children and Adolescents. In order for the Rights Guarantee System to work in a manner recommended by the Child and Adolescent Statute, it is necessary for civil society and governments (National, State and Municipal) to be articulated and integrated, sharing responsibilities and information. The purpose of the research was to analyze the role of the Guardianship Council in the Care Institutions in defending the rights of Children and Adolescents in Domestic Violence. The research was exploratory and explanatory character, which had as method of approach the dialectic. The subjects of the study corresponded to 20 professionals who work in the Attention Institutions for Children and Adolescents victims of Domestic Violence and 05 Guardianship Counselors who work in Picos / PI. The data were obtained through semi-structured interview, direct observation, analysis of documents and a bibliographic review was performed. After the data collection, the informations were consolidated and analyzed according to the content analysis. The results showed that the professionals who work in the Attention Institutions have knowledge about Domestic Violence and its typifications. Regarding the challenges of the Care Policy, we observed that the Institutions attend their services, according to the conditions offered by the county, 85% of the respondents cannot identify the axes according to the System of Guarantee of Rights and 15% excluded the education of the Service Policy. 100% of the professionals considered that there is no adequate communication, no reference and no reference and no reference of the cases attended. Taking into account that 25% of professionals feel difficulties regarding the service provided by the Guardianship Council.
