Defesa : Curitiba, 15/12/2022Inclui referências: p. 194-206Resumo: Em 1980, quando no mundo se falou em década maldita do sindicalismo, no Brasil surgia o "novo sindicalismo". Esse é o contexto de fundação de dois dos sindicatos da cidade de Curitiba, o Sindicato dos Servidores Municipais de Curitiba (SISMUC) e o Sindicato dos Servidores do Magistério Municipal de Curitiba (SISMMAC). Posteriormente, em especial a partir dos anos 2010, há o surgimento de outras entidades sindicais de representação de parcelas diferentes (ou diferenciadas) da grande categoria de servidores municipais. O sindicalismo municipal de Curitiba mudou sua configuração e os trabalhadores passaram a estar organizados não em dois, mas em seis diferentes sindicatos, em aparente contrariedade à regra da unicidade sindical, segundo a qual só poderia existir um único sindicato para cada categoria em cada base territorial. Diante disso, questiona-se como se dá a organização sindical diante do sistema de sindicalismo de Estado brasileiro, fundado, entre outros, pelo pilar da unicidade sindical. A reconfiguração da representação sindical dos servidores municipais de Curitiba e o significado das limitações do sindicalismo de Estado para o caso concreto é o objeto desta pesquisa. Objetiva-se compreender a fragmentação dessa categoria em diferentes entidades quando todos têm o mesmo empregador, o município de Curitiba, além de observar a maneira pela qual os sindicatos investigados têm se organizado e de que formas representam os trabalhadores perante o empregador e a sociedade, a despeito das limitações impostas pelo sindicalismo de Estado. A análise foi feita a partir de uma base empírica composta por seis entrevistas em profundidade, na modalidade semiestruturada, realizadas com dirigentes e ex-dirigentes dos sindicatos municipais de Curitiba; 84 questionários, respondidos por trabalhadores da base no XII Congresso do SISMUC em 2019; e observações de campo, decorrentes da participação em assembleias, paralisações, congressos e outras atividades dos sindicatos investigados. Ao final, afastou-se a hipótese de crise do sindicalismo, mas constatou-se que a instituição que se mantém viva é o sindicalismo de Estado. Assim como concluiu que a adesão a esse modelo e a disputa por espaços de poder dentro dele são possibilidades de explicação para a reconfiguração do sindicalismo municipal em Curitiba.Abstract: In 1980, when there was talk in the world about the cursed decade of unionism, in Brazil the "new unionism" emerged, context in which two of the city's unions were founded, the Union of Municipal Workers of Curitiba (SISMUC) and the Union of Municipal Teaching Workers of Curitiba (SISMMAC). Later on, especially from the 2010s on, there is the emergence of other union entities representing different (or differentiated) portions of the large category of municipal servers. Curitiba's municipal unionism changed its configuration and the workers started to be organized in six different unions, in apparent contradiction to the rule of union unicity, according to which there could only be one union for each category in each territorial base. In view of this, the question is how does the union organization take place in face of the Brazilian State union system, founded, among others, by the pillar of union unicity. The configuration of the union representation of Curitiba's municipal workers and the meaning of the limitations of State unionism for the concrete case is the object of this research. The objective is to understand the fragmentation of this category in different entities when they all have the same employer, the city of Curitiba, besides observing the way in which the investigated unions have organized themselves and in which ways they represent the workers before the employer and society, despite the limitations imposed by the State unionism. The analysis was made from an empirical base composed of six in-depth interviews, in the semi-structured modality, carried out with leaders and former leaders of Curitiba's municipal unions; 84 questionnaires, answered by workers from the base at the XII Congress of SISMUC in 2019; and field observations, arising from the participation in assemblies, stoppages, congresses, and other activities of the investigated unions. In the end, the hypothesis of a crisis of unionism was ruled out, but it was found that the institution that is kept alive is state unionism.
