Defesa: Curitiba, 25/07/2013Bibliografia: fls. 190-211Resumo: Os megaeventos esportivos vêm conquistando cada vez maior interesse na atualidade acadêmica, gerando uma crescente produção científica em diversas áreas do conhecimento humano e assim, diante deste cenário, passando a despertar a atenção da ciência geográfica que se move em direção a este novo campo de investigação. Portanto, esta tese se apresenta como uma maneira peculiar de olhar essa temática, se propondo a oferecer uma contribuição para a Geografia através da construção de um quadro metodológico para a produção de cenários, utilizando uma metodologia que melhor se adapte às características da segurança urbana e pública dentro do contexto dos megaeventos esportivos, a partir de um estudo que discuta a construção de cenários como uma ferramenta de gestão para melhorar o processo de planejamento estratégico, oferecendo visões alternativas sobre futuros viáveis e suas incertezas, preparando gestores para ameaças e oportunidades de um ambiente. Este trabalho pretende abordar os campos de mútua influência entre megaeventos esportivos, o espaço urbano e a segurança, propondo a estruturação de uma geografia dos megaeventos esportivos, se pretende discutir os nexos entre a análise geográfica e a produção de cenários prospectivos. Assim, o estudo sobre o desenvolvimento de cenários foi realizado com base na abordagem qualitativa e na percepção intuitiva das pessoas consultadas, utilizando várias técnicas de projeção. A adoção de uma abordagem de cenários de curto prazo destacou a importância da percepção de diversos atores para a produção de resultados úteis para a gestão da segurança no espaço urbano antes, durante e logo após a realização de um megaevento esportivo. A conclusão destaca os benefícios da projeção de cenários para o planejamento da segurança no espaço urbano em megaeventos esportivos sendo abordada a situação da segurança pública no Paraná e especialmente na cidade de Curitiba que servirá como uma das cidades-sede da Copa FIFA™ 2014.Abstract: Sportive mega-events have been conquering more and more interest from the academic present time, generating an enormous scientific production in many areas of human knowledge, thus facing this scenario, beginning to rise the attention of the geographic science which moves towards this new field of investigation. Hence, this thesis is presented as a peculiar way of facing this theme, proposing to offer a contribution to Geography by the construction of a methodological chart for the production of sceneries, using a methodology which adapts better to the characteristics of urban and public safety within the mega-events context, from a study which discusses the scenarios construction as a tool of management to improve the process of strategical planning, offering different points of view about feasible future an its uncertainties, preparing managers for threaten and opportunities of an environment. This work intends to approach the fields of mutual influence among sportive mega-events, the urban space and the security, proposing the structuring of a Geography of sportive mega-events. It is also the intention of this work to discuss the nexus among the geographical analysis and the production of prospective scenarios. Thus, the study about the development of scenarios was made based on the qualitative approach and on the intuitive perception of people who were consulted, using several technics of projection. The adoption of an approach of short notice scenarios stood out the importance of the perception of several actors for the production of useful results for the security management in the urban space, before, during and shortly after the accomplishment of a sportive megaevent.
