Defesa: Curitiba, 2007Inclui bibliografiaÁrea de concentração : Espaço, sociedade e ambienteResumo: A observação da realidade da cidade de Palmas, capital do estado do Tocantins, permite verificar que existe uma ampla área urbana completamente vazia, justamente localizada na região promissora em termos de valorização, em detrimento da existência de outra área significativa, em termos de ocupação, fora de seu plano piloto. Essa configuração espacial suscitou o interesse em investigar os meandros que a geraram, partindo da hipótese de que os instrumentos legitimadores do planejamento urbano do município foram vetores da segregação espacial no interior da malha urbana, segregação esta vinculada à exclusão social, haja vista a diferenciação entre o planejamento e a ocupação do plano básico e aquela dos Bairros Satélites Aurenys e Taquaralto. Essas observações iniciais motivaram o desenvolvimento da pesquisa, que teve como objetivo analisar o processo de produção e ocupação do espaço urbano do município de Palmas. O recorte temporal foi delimitado a partir da fundação do município no ano de 1990 até os dias atuais. Os aportes teóricos pautaram-se em autores como CASTELLS (1983), LEFEBVRE (1991), LOJKINE (1997), HARVEY (2005) VILLAÇA (1989), CORREA (1997) entre outros, que se dedicaram aos a discussão da urbanização, do planejamento urbano e da segregação sócio-espacial. Observou-se em Palmas, capital planejada sob a ótica modernista, problemas iguais aos encontrados em cidades com históricos de urbanização mais antigos. Na capital do Tocantins a segregação sócio-espacial foi desencadeada desde que as populações com características sócio-econômicas menos favorecidas se estabeleceram nas áreas distantes da cidade com o agravante de o poder público colaborar para a consolidação deste quadro, a partir de ações que direcionaram o crescimento da cidade para um rumo alheio ao planejado. Finalmente, a pesquisa visou contribuir para as discussões sobre o planejamento urbano e o papel dos instrumentos urbanísticos no agravamento do processo de segregação sócio-espacial.Abstract: The comment of the reality of the city of Palms, capital of the state of the Tocantins, allows to verify that an ample completely empty urban area exists, exactly located in the promising region in valuation terms, in detriment of the existence of another significant area, in occupation terms, is of its plain pilot. This space configuration excited the interest in investigating the ways that had generated it, leaving of the hypothesis of that the instruments legislators of the urban planning of the city had been vectors of the space segregation in the interior of the urban mesh, segregation this tying with the social exclusion, seen the differentiation between the planning and the occupation of the basic plan and that one of the quarters Satellites Aurenys and Taquaralto. These initial comments had motivated the development of the research, that had as objective to analyze the process of production and occupation of the urban space of the city of Palms. One observed in Palms, capital planned under the modernista optics, equal problems to the found ones in cities with older descriptions of urbanization. In the capital of the Tocantins the partner-space segregation was unchained since that the populations with favored partner-economic characteristics less if had established in the distant areas of the city with the aggravating one of the public power to collaborate for the consolidation and of this picture, from actions that had directed the growth of the city for an other people's route to the planned one.
