The energy transition experienced in recent days has driven the diffusion of distributed energy resources (DER). It has stimulated the decentralization of the electric system, consequently requiring a change in the behavior of the stakeholders, in particular of the distribution system operators, in order to face this new scenario. This dissertation aims to present a strategic vision for companies of the electricity distribution sector, so that they can act efficiently in an environment of DER diffusion in Brazil. The SWOT analysis (Strengths, Weaknesses, Opportunities and Threats) was applied to regulated companies. The inputs for the design of SWOT matrices were originated from bibliographic research and the results of the research with Brazilian electrical sector agents. From the analysis of the matrices, it is possible to observe that regulated companies have few opportunities and many threats in a scenario of DER diffusion and still present very weaknesses in relation their business model with the current national regulation. This finding reinforces the need for a strategic vision of regulated companies to diversify their business, in order to allow greater participation in the market opens by the DER. In this sense is essential to review the regulatory framework to enable these companies to take a leading role in this promising market and; in addition, the economic groups of the electricity sector must develop a plan of actions that allow them to take advantage of the opportunities created by the DER diffusion, using their knowledge and the information asymmetry of their respective markets, in order to transform risk into new business.
