The global health crisis triggered by the emergence of Covid-19 in recent years imposed extraordinary challenges on Brazil and the world, exacerbating existing inequalities and generating new social problems. In addition to the impacts on public health, Covid-19 had severe economic repercussions, especially in the cultural sector, which was heavily influenced by social distancing recommendations and was one of the last sectors to normalize its activities due to the nature of its operation, depending on gatherings and social interactions. Faced with this challenging context, the Emergency Law Aldir Blanc (LAB), PL 1075/2020, was enacted, almost unanimously approved in the National Congress, allocating a budget of three billion reais to assist the States, the Federal District, and municipalities in 2020. This study focused its efforts on analyzing the implementation, by the municipal executive of Natal, of the subsidy for cultural spaces of the Emergency Law Aldir Blanc in 2020. The study applied qualitative, descriptive, and exploratory research methods with bibliographic and documentary sources. The results identified 1) Inclusion of population segments historically underprivileged by cultural policy in accessing cultural resources; 2) A concentration of LAB resources investment was identified in the administrative regions of South and East Natal; 3) The absence of public participation in decisions regarding the implementation of LAB in the city was identified, as well as the installed capacity for implementing cultural policy associated with elements of the institutional arrangement of the National Culture System, such as councils, sectoral commissions, managing bodies, municipal cultural plan, etc.
