The quality of education is a topic that has been widely discussed in the academies and educational policies in recent years, as well as in government platforms and in the quotidian of the pedagogical-administrative action of municipal management of education, signaling a category with polysemy, whose understanding of the core is directly related with the intentions of government across the state organization, Society and Education structures. So are evident power projects in deep disputes, having as one of its structuring axes the conception of quality in education. It was in this context that the object of studies of this production was established from the performance of municipal education leaders in relation to social quality. Como questão de pesquisa esse estudo está constituído com o seguinte problema: "How is the performance of Municipal Education Officers in two municipalities of the Cajazeiras Microregion / PB in relation to social quality?" O objetivo da pesquisa foi analisar a atuação de Dirigentes Municipais de Educação em dois municípios da microrregião de Cajazeiras/PB, in the period from 2015 to 2017, in relation to social quality. Para tanto, utilizou-se o método dialético pelo fato de que se fez necessário nesse estudo à confrontação de teses e/ou matrizes de pensamento que impedem e que se estruturam contrárias à qualidade social enquanto lógica de gestão municipal de Educação, given the aims and social function of schools in different power projects in disputes. This research was descriptive and analytical in nature. In its unfolding semi-structured interviews and document analysis were used. The data of the research were treated by qualitative data analysis, collected and organized throughout the course of the investigation. Part of the results of this study demonstrates that the role of Municipal Education Directors is anchored in a relationship of tension and contradiction that has as structuring elements national education policies and local management culture with strong influence of personalistic and patrimonialist models, The advances cataloged correspond to a timid autonomy of the Municipal Directors of Education that integrate the subjects of this research. In view of these results, the work of the Municipal Education Directors in relation to Social Quality was analyzed, where it was identified that the leaders of education do not have a detailed concept of Social Quality and, in turn, present a perspective closer to the management logic based on total quality. The Social Quality is still a concept that has been most articulated in the theoretical field and shall make a potential structuring more inclusive policies, referenced by the material conditions of life for all that add respect to difference and qualified participation in the directions of political-cultural and democratic development of living spaces with the other.
