Florêncio Luciano e o plano de propaganda contra o analfabetismo em Parelhas-RN: uma experiência de educação entre o litoral e o sertão (1928-1930)

In this research, we analyze how the creation of the Propaganda Plan Against Illiteracy, an education project coined in the first term of mayor Florêncio Luciano in Parelhas / RN, between 1928 and 1930, contributed to the city's modernization. So, through this plan, we investigated the relations based on the sertão and coastline at the end of the First Republic in the context of the expansion of Rudimentary Schools in Rio Grande do Norte, from the networks of influences and sociabilities by the acting manager, together with representatives of Organs state bodies, personified here in the figures of Nestor Lima, Amphilóquio Câmara, Manoel Dantas, Eliseu Vianna, José Augusto Bezerra de Medeiros and Juvenal Lamartine. With regard to application, we work from the analysis of scientific discourses in "fragments of memories" such as Ordinances, Acts, Laws, Decrees, local bibliography and Reports, which indicate the project planning, its determinations and censuses and an assiduous communication with the Department of Education of Natal. In addition, we also used the Reports of the Presidents of the Province (1926 to 1928) and the Revistas Pedagógium in issues number 1 of 1921 and 12 of 1924, to understand how educational thinking was in Rio Grande do Norte and how it encouraged the creation of a favorable space for the installation of the Propaganda Against Illiteracy Plan. This time, the results of the verticalization of these sources allowed us to interpret not only the narrowing of the relations between interior and capital, as a composition of Florêncio Luciano as a “man of education”, but also an interference caused by the constitution of the educational space in Parelhas in the local modernization and in the insertion of new forms of sociability.
