Resumo: This paper analyzes the democratization of public educational management implemented by the transfer of power through political-administrative and financial decentralization demanded by civil society and institutionally implemented from the 1980s to 1990 by CF-88 and LDB / 96. In this context of development of educational policies, we seek to understand how the participation of the counselors of the Council for Monitoring and Social Control (CACS) of the Fund for Maintenance and Development and Valorization of Basic Education Professionals (Fundeb) in the municipal network of teaching. The research elects as object of investigation the social control of the resources carried for the financing of public Basic Education and aims to analyze the performance of these councilors of CACS / Fundeb linked to the management 2015/2017 in the municipality of Macau / RN. The theoreticalmethodological approach is guided by the conception of Historical-Dialectical Materialism and is based on the qualitative research approach by analyzing the contradictions and mediations in the counselors' performance. structured interviews with counselors. Taking as its guiding axis the social control category I began to study the dimensions of analysis of decentralization, democratization and participation present in the management of educational policies, especially in the area of educational funding - receipt, application and control of resources -, for this He knows what is legally proposed and what can potentially be materialized in a capitalist society organized on class parameters (hegemonic and subaltern). In addition, this paper discusses the administrative-financial and political conformation assumed by social control councils, especially those linked to educational funding, considering the axes: composition / legislation, role of counselors, installed infrastructure and performance. As a result, the study points out that the guidance of the social control in education exercised by the counselors requires the expansion of a critical technical-political formation that can counterbalance the negative aspects of the restricted autonomy and low participation in the performance of these counselors, and the authoritarianism / patrimonialism / bureaucratism. practiced by some public managers, but without disregarding that this collective collegiate (CACS) is an important instrument that contributes to improve the system of social control in the process of municipalization of educational policies, resulting from the struggles for social rights developed by organized civil society. . There is an immanent dual character in Fundeb's CACS, it presents an aspect that privileges a technical-accounting and even managerial organization, compulsorily required by the Legislation and denotes a positive political-formative nuance that expresses the right of the population to quality education. Thus, social control assumes the dimension of participation and materialization of social rights.

Nesse contexto de desenvolvimento das políticas educacionais, busca-se compreender como se consubstancia a participação dos conselheiros do Conselho de Acompanhamento e Controle Social (CACS) do Fundo de Manutenção e Desenvolvimento e de Valorização dos Profissionais da Educação Básica (Fundeb) na rede municipal de ensino. A pesquisa elege como objeto de investigação o controle social dos recursos carreados para o financiamento da Educação Básica pública e tem como objetivo analisar a atuação desses conselheiros do CACS/Fundeb vinculados à gestão 2015/2017 no município de Macau/RN. A abordagem teórico-metodológica é norteada pela concepção do Materialismo Histórico-Dialético e situa-se na abordagem da pesquisa qualitativa por analisar as contradições e mediações na atuação dos conselheiros, faz isto pelo levantamento bibliográfico-documental e a sistematização dos dados empíricos obtidos através de entrevistas estruturadas feitas junto aos conselheiros. Tendo como eixo norteador a categoria controle social passei a estudar as dimensões de análise da descentralização, da democratização e da participação presentes na gestão das políticas educacionais, em especial, no âmbito do financiamento educacional – recebimento, aplicação e controle dos recursos –, para isto conhece o que está proposto legalmente e o que pode, potencialmente, ser materializado numa sociedade capitalista organizada nos parâmetros de classe (hegemônica e subalterna). Além disso, esse trabalho discute a conformação administrativo-financeira e política assumida pelos conselhos de controle de social, de forma especial, aqueles vinculados ao financiamento educacional, considerando os eixos: composição/legislação, função dos conselheiros, infraestrutura instalada e atuação. Como resultado o estudo aponta que a diretriz do controle social em educação exercida pelos conselheiros requer a ampliação de uma formação técnico-política crítica que possa contrabalancear os aspectos negativos da restrita autonomia e baixa participação na atuação desses conselheiros, e o autoritarismo/ patrimonialismo /burocratismo praticado por alguns gestores públicos, sem contudo, desconsiderar que esse colegiado coletivo (CACS) é um instrumento importante que contribui para aperfeiçoar o sistema de controle social no processo de municipalização das políticas educacionais, sendo resultado das lutas por direitos sociais desenvolvidas pela sociedade civil organizada.
