Resumo: This research addresses theintersection between public transparency and social control, having evaluated the process of conversion of municipal public data into enforcement action by the counselors of the Natal-RNSchool Food Council (CAE). This is an exploratory-descriptive research with a qualitative approach, conducted through a single case study, with interviews with semi-structured script and document analysis. The collected data were evaluated based on analytical variables that encompassed the context in which the actions of the CAE were performed, the performance of this board in 2018 and 2019 and the conversion of public data into supervisory action by the board members. The results showed that the precarious institutional support received by the CAE and the lack of municipaltransparency were the main obstacles to the conversion process, which, on the other hand, was favored by the engagement and commitment of the councilors and the dynamic functioning of the council. The favorable conditions were not sufficient to overcome the difficulties imposed by the Municipal Executive, which negatively impacted the social control exercised by the CAE, since there was no conversion of data linked to active transparency in enforcement action by the CAE of Natal-RN, and the use of data. passive transparency was limited and not systematic

Trata-se de pesquisa exploratório-descritiva com abordagem qualitativa, realizada por meio do estudo de caso único, com a realização de entrevistas com roteiro semiestruturado e análise documental. Os dados coletados foram avaliados a partir de variáveis analíticas que abrangeram o contexto em que as ações do CAE foram realizadas, a atuação desse conselho em 2018 e 2019 e a conversão das informações públicas em ação de fiscalização pelos conselheiros. Os resultados demonstraram que o precário apoio institucional recebido pelo CAE e a insuficiência da transparência municipal foram os principais obstáculos ao processo de conversão, que, por outro lado, foi favorecido pelo engajamento e compromisso dos conselheiros e pela dinâmica de funcionamento do conselho.
