Resumo: | The thesis mainly aims to analize, under the sight of social management and social control, the public policy towards the procurement of familiar agriculture products through the National Program of School Feeding (PNAE), in the Rural Territory of Ilha Grande Bay ? RJ (BIG). Such goal assumes the public policies as a way to promote social and economic equality, the fight against poverty and guarantee of civil, political and social rights, taking the familiar agriculture as reference. However, so as to glimpse such potential for social changing, it goes through the democratization of public spaces and their institutions. This way, the deliberation actions from the civil society actors and from the public authorities are source for legitimation over the decision making that provides an inclusive development. Based on such discussion, the research started out from three assumptions: (1) public policies directed to familiar agriculture aim to socially and economically include the family farmers, contributing to the sustainable growth of a territory; (2) the social management and social control practices in public policies allow a pact between the State, the Market and civil society, creating new links which enable the dialogicity and the deliberation power among these actors; and (3) the fragility of the institutional structure in the counties make the implementation of public policies difficult, as well as the participation conditions of the civil society over the decision making process. The research, in its methodological procedures, was of qualitative nature, which was based on the study of cases in the cities of Mangaratiba, Paraty and Serop?dica, which integrate the BIG. For information collecting, there were bibliographic, documentary and field searches. For this last one there were used semi-structured interviews with actors from the State and the civil society. The treatment of the information collected was through the content analysis technique starting from the making of analysis? categories. The ranking counted on three criteria: institutional arrangements, participative entities and effectiveness. The results from the analysis of the three counties point that the PNAE show potential to improve the living conditions of family farmers, becoming relevant to the sustainable development process. In this case, the social participation through social management and social control becomes an essential element for the protagonism of the civil society representations in the decision making progress over the formulation and implementation of PNAE policy, contributing to the family farmers? search for social emancipation. However, the family agriculture inclusion in the PNAE needs a complex institutional arrangement that demands structures and capacities from the federal and municipal spheres to attend a still-marginalized sector, which singly does not show conditions of mobilization to resist and fight for its rights. Accordingly, the existing institutional fragilities in the cities turn the policy?s effectiveness difficult, as well as its operation due to the participation instances. |

RJ (BIG). Neste objetivo pressup?e as pol?ticas p?blicas como forma de promover a equidade social e econ?mica, o combate ? pobreza e garantia dos direitos sociais, civis e pol?ticos, tendo como refer?ncia a agricultura familiar. No entanto, para se vislumbrar este potencial de mudan?a social passa pela democratiza??o dos espa?os p?blicos e de suas institui??es. Desta forma, as a??es de delibera??o dos atores da sociedade civil e do poder p?blico s?o fontes de legitima??o nas tomadas de decis?o que viabilize um desenvolvimento inclusivo. Baseado nessa discuss?o, o trabalho partiu de tr?s suposi??es: (1) pol?ticas p?blicas voltadas para agricultura familiar t?m como objetivo incluir socialmente e economicamente os agricultores familiares, contribuindo para o desenvolvimento sustent?vel de um territ?rio; (2) as pr?ticas de gest?o social e controle social nas pol?ticas p?blicas possibilitam uma pactua??o entre o Estado, mercado e sociedade civil, criando novas articula??es que viabiliza a dialogicidade e o poder de delibera??o entre esses atores e (3) A fragilidade da estrutura institucional nos munic?pios dificulta a implementa??o das pol?ticas p?blicas, como o PNAE, assim como as condi??es participativas da sociedade civil no processo decis?rio. A pesquisa em seus procedimentos metodol?gicos foi de natureza qualitativa, que teve como base o estudo de casos nos munic?pios de Mangaratiba, Paraty e Serop?dica, os quais integram o BIG. Para coleta das informa??es ocorreram pesquisas bibliogr?fica, documental e de campo. Para esta ?ltima foram utilizadas entrevistas semiestruturadas com atores do Estado e da sociedade civil. O tratamento das informa??es coletadas foi por meio da t?cnica de an?lise de conte?do a partir da constru??o de categorias de an?lises. A categoriza??o contou com tr?s crit?rios: arranjos institucionais, inst?ncias participativas e efetividade. Os resultados a partir das an?lises dos tr?s munic?pios apontam que o PNAE apresenta potencial na melhoria das condi??es de vida dos agricultores familiares se tornando relevante no processo de desenvolvimento sustent?vel. Neste caso, a participa??o social por meio da gest?o social e o controle social se torna um elemento essencial para o protagonismo das representa??es da sociedade civil no processo de tomada de decis?o da acerca da formula??o e implementa??o da pol?tica do PNAE, contribuindo para a busca da emancipa??o social dos agricultores familiares. No entanto, essa inclus?o da agricultura familiar no PNAE necessita de um arranjo institucional complexo que demanda das esferas federal e municipal estruturas e capacidades para atender um setor ainda marginalizado, que isoladamente n?o apresenta condi??es de mobiliza??o para resistir e buscar pelos seus direitos. The results from the analysis of the three counties point that the PNAE show potential to improve the living conditions of family farmers, becoming relevant to the sustainable development process. In this case, the social participation through social management and social control becomes an essential element for the protagonism of the civil society representations in the decision making progress over the formulation and implementation of PNAE policy, contributing to the family farmers? search for social emancipation. However, the family agriculture inclusion in the PNAE needs a complex institutional arrangement that demands structures and capacities from the federal and municipal spheres to attend a still-marginalized sector, which singly does not show conditions of mobilization to resist and fight for its rights. Accordingly, the existing institutional fragilities in the cities turn the policy?s effectiveness difficult, as well as its operation due to the participation instances. |
