We are living in the Economy of Knowledge, where the innovation is the main vehicle of turning knowledgment in value . Technological innovation is the most efficient way of improving population´s life quality, detaching that the use of technology has immediate impacts in the economic development of each Country. Among the various concepts of development, especially the development theory of Schumpeter, which deals with innovation as the source of an internal impulse to the capitalist system and economic life of the transformer, generator development, and innovation is the engine of economic development. This way, for the development of national systems, technology is essential, so emerge the so called National Systems of Innovation, as a network of public´s and private´s sectors, whose activities, initial interactions and imports change and diffuse new technologies. Despite of national systems, the local innovation system, on a small scale, tries to develop itself using the local institutional disposition and the ways of improvement to science, technology and innovation. In the construction of these systems the Estate, historically, is the main agent of the system of Science, Technology and Innovation, from which the other agent´s actions are unchained. Despite of nowadays the firms´ contributions in the CT&I national resources are more expressive, it´s still the Government´s competence acts as the main creator, when it´s not the only one, coordinator and promoter of CT&I development in Brazil. This compositions has the purpose of analyze the experience of the national innovation system in Brazil, compare it to the national systems in development in other countries and verify the financial system, detaching the Brazilian Estates´ position in resources´s pay destined to science, technology and innovation´s growth, with an eye in to the regional and local development.
