Currently it appears that scholars and researchers have been perched in the discussion and evaluation of the results on the importance of participation and decision of social actors in the models, face à descentralização dos recursos públicos direcionados aos municípios e estados. The aim of this study is to analyze Social management processes and their conflicts from the effectiveness and progress of the projects in the Municipal Council of sustainable development of the municipality of Brazil/SE, as well as the outcome decided and executed in this instance collegiate municipal-scale institutional. Screen research is based on empirical-analytical approach and qualitative research methodology, subsidized by the quantitative data with the use of the following theoretical and methodological procedures: survey and analysis of primary and secondary sources, bibliographical and documental research-driven; interviews and questionnaires to social actors, will be tabulated and analyzed. Soon, the results make study points even with the action of the public policies of Brazil, through the adoption and implementation of social projects in 18 communities choose yet, the municipal public power via the WSSD through the arrangement the collegiate along with the municipal agriculture, working in support of proposals and actions for farmers so unsatisfactory. What makes it impossible to reproduce socially in an orderly manner and so may have the market for marketing of products. Thus, the work shows the need of the State's participation in the transformation of rural areas through public policies, through a process of social management in order to empower the social actors to take commitment and responsibility for organizing a new generation of farmers with autonomy and technically competent to live without the dependency of social policies from the State.
