Transparência ativa nos sites de universidades federais do nordeste do Brasil

Active transparency is based on the spontaneous disclosure of information by public administration, with the efficient dissemination of data on official websites, transparency portals, or other communication channels whose access is guaranteed in a simplified and direct manner to the individual. In Brazil, part of the regulation of this right was achieved through specific legislation, such as the Fiscal Responsibility Law (Complementary Law No. 101/2000), the Access to Information Law (Law No. 12.527/2011), and the Transparency Law (Complementary Law No. 131/2009), which, by encompassing mechanisms for access to public information, contribute to the exercise of democracy. This dissertation investigates the performance of the websites of federal universities in the nine states of the Brazilian Northeast in terms of active transparency. To this end, the chosen path was an exploratory qualitative research, which verified elements such as digital effectiveness, visibility of the Transparency Portal, availability of administrative information, logical interface, graphical interface, existence of an alternative for mobile platforms, compliance with accessibility standards for people with disabilities, alternatives for other languages, flexibility and efficiency of the portal, as well as instruments for monitoring updates and specific indicators of educational management. None of the nine universities verified managed to obtain the maximum score attributed, considering the methodology used, which demonstrates the need to expand the commitment to transparency in quality public education.
