Resumo: With economic and productive restructuring, technologies linked to circulation, the large capacity of cargo ships and logistical optimization, there are intense repercussions on production and trade. Large quantities of cargo, currently, can be transported in less time and at lower costs, appearing successively on the market (rapid replenishment of stock), therefore, large-scale storage is not necessary. Private logistics and infrastructure have a coexistence relationship, however, they have different meanings. In many cases, logistical strategies mitigate the bottlenecks in the transport system, without this representing improvements in fixed rates. Therefore, in the dissertation, an analysis of the port and maritime dynamics of the states of Sergipe and Alagoas is carried out, with emphasis on goods flows, public and private investments, bottlenecks and modernizations, as it is a sector important for regional development. The port dynamics of Sergipe and Alagoas, especially the Inácio Barbosa Maritime Terminal (TMIB) (Barra dos Coqueiros / SE) and the Jaraguá Port (Maceió / AL), is not very significant when compared to other ports and terminals in the Northeast and Brazil (such as Salvador / BA, Suape / PE, Pecém / CE and Itaqui / MA), with expansion and modernization being important to meet internal and external demands. Fostering the Sergipe and Alagoas port sector is relevant for regional development, however, insufficient public and private investments and the neoliberal concession model (nonregulating state) harm the economy of both states. The methodological procedures used to achieve the listed objectives were: bibliographic research, fieldwork, interviews, data collection, preparation of tables and maps, systematization of ideas and defense of the dissertation.

Grandes quantidades de cargas, atualmente, podem ser transportadas em menos tempo e com custos mais baixos, aparecendo sucessivamente no mercado (reabastecimento rápido do estoque), não sendo necessário, portanto, a armazenagem em larga escala. A logística privada e as infraestruturas possuem uma relação de coexistência, contudo, possuem significados distintos. Em muitos casos, as estratégias logísticas atenuam os pontos de estrangulamento existentes no sistema de transportes, sem que isso represente melhorias nos fixos. Diante disso, na dissertação realiza-se uma análise da dinâmica portuária e marítima dos estados de Sergipe e Alagoas, com destaque aos fluxos de mercadorias, aos investimentos públicos e privados, aos pontos de estrangulamento e às modernizações, pois trata-se de um setor importante para o desenvolvimento regional. A dinâmica portuária de Sergipe e Alagoas, especialmente do Terminal Marítimo Inácio Barbosa (TMIB) (Barra dos Coqueiros/SE) e do Porto de Jaraguá (Maceió/AL), é pouco expressiva quando se compara a outros portos e terminais do Nordeste e do Brasil (caso, por exemplo, de Salvador/BA, Suape/PE, Pecém/CE e Itaqui/MA), sendo importante a expansão e modernização para atender as demandas internas e externas. Fomentar o setor portuário sergipano e alagoano é relevante para o desenvolvimento regional, entretanto, os insuficientes investimentos públicos e privados e o modelo de concessão neoliberal (Estado não regulador) prejudicam a economia dos dois estados.
