Resumo: | Its general objective was to understand the management of Civil Society Organizations (CSOs) in Sergipe regarding the applicability, factors and structure required by the inspection method applied by the MP/SE, called Metric/Matrix in Oversight from the Transparency Public. The first phase of the research and the starting point was the definition of objectives. As specific objectives , the research sought to (1) present the profile of CSOs inspected by the MP/SE using the Inspection Matrix in 2019 and their managers; (2) identify factors difficulties in management and physical structure that prevent CSOs from obtaining the maximum score aimed for by the method; (3) describe O process in conquest of the indexes in transparency active, passive and good practices in transparency at management of CSOs inspected and (4) compare you data generated by the MP/SE on its website, interviews with CSOs and the active websites in September 2023 of these CSOs. From a methodological perspective, and in the second phase, a qualitative approach was adopted, with exploratory research and case study, investigating, through immersion in the field, three CSOs chosen at random to understand the management and the degree of information and knowledge of these CSOs. CSOs active on the new inspection method applied by the MP/SE, using direct observation in the physical environment and semi-structured interviews with managers as instruments for data collection, obtaining a positive response to continue with the investigation in the CSOs supervised by the Matrix as completion of this phase. Having defined the method and field of action, we move on to the third phase, data collection, analysis and conclusion of the research. For collection, interviews were carried out with CSOs supervised by Métrica/Matriz and content analysis was carried out. This made it possible to map the profile of managers and bring to the research data about their experiences with the inspection method adopted by the MP/SE. The second means of collecting data were the websites of the supervised CSOs and the MP/SE. At the same time, the documentary analysis method was used in the collection made available by the CSOs and the MP/SE on their websites. The research allowed understanding the effectiveness of the inspection method used by the MP/SE, whose constitutional profile It is up to the defense of the legal order, the democratic regime and unavailable social and individual interests, as recommended by the 1988 Magna Carta in its art. 127. The conclusion of the research demonstrated, on the one hand, that CSOs are still carrying out their management in an artisanal manner, without due prior planning, without supplying the supervisory bodies in their segment in a forceful way. On the other hand, the research demonstrated the reasons for this analysis: the lack of resources to obtain and retain qualified labor to contribute to the management of their CSOs and the acquisition of tools that add, at least, the resources on their required sites by laws that govern them. |

A primeira fase da pesquisa e ponto de partida, foi a definição dos objetivos. Como objetivos específicos, a pesquisa buscou (1) apresentar o perfil das OSCs fiscalizadas pelo MP/SE com o uso da Matriz de Fiscalização no ano de 2019 e de seus gestores; (2) identificar fatores dificultadores na gestão e na estrutura física que impeçam as OSCs de obterem a pontuação máxima almejada pelo método; (3) descrever o processo de conquista dos índices de transparência ativa, passiva e de boas práticas de transparência na gestão das OSCs fiscalizadas e (4) comparar os dados gerados pelo MP/SE em seu sítio, as entrevistas com as OSCs e os sítios ativos no mês de setembro de 2023 dessas OSCs. Na perspectiva metodológica, e segunda fase, foi adotada uma abordagem qualitativa, com pesquisa exploratória e o estudo de caso, investigando, através de uma imersão no campo, três OSCs escolhidas de forma aleatória para compreender a gestão e o grau de informação e conhecimento dessas OSCs ativas sobre o novo método de fiscalização aplicado pelo MP/SE, utilizando como instrumentos para coleta de dados a observação direta no ambiente físico e a entrevista semiestruturada com os gestores, obtendo uma resposta positiva para prosseguimento com a investigação nas OSCs fiscalizadas pela Matriz como conclusão desta fase. Definidos o método e o campo de atuação, partimos para a terceira fase, a coleta, análise dos dados e conclusão da pesquisa. Para a coleta, foram aplicadas as entrevistas com as OSCs fiscalizadas pela Métrica/Matriz e realizada a análise de conteúdo. Com isso, foi possível o mapeamento do perfil dos gestores e trazer à pesquisa dados sobre suas vivências com o método de fiscalização adotado pelo MP/SE. O segundo meio de coleta dos dados foram os sítios das OSCs fiscalizadas e do MP/SE. Concomitante, fora utilizado o método de análise documental no acervo disponibilizado pelas OSC´s e pelo MP/SE em seus sítios. A pesquisa permitiu a compreensão da efetividade do método fiscalizador utilizado pelo MP/SE, cujo perfil constitucional incumbe a defesa da ordem jurídica, do regime democrático e dos interesses sociais e individuais indisponíveis, conforme preconiza a Carta Magna de 1988 em seu art. 127. A conclusão da pesquisa demonstrou por um lado que as OSCs ainda vêm executando suas gestões de maneira artesanal, sem o devido planejamento prévio, sem suprir os órgãos fiscalizadores do seu segmento de forma contundente.
