“Esse descaso vai continuar?” As lutas por reconhecimento de um povo : uma análise sociológica e comunicacional do discurso do povo surdo durante a pandemia

Resumo: In the 21st century`s second decade Deaf People still live on the margins of society and therefore fight for recognition and rights. Their first language, the Brazilian Sign Language - LIBRAS, is not included in the school curriculum, communicational accessibility is guaranteed by law, but ineffective in practice. Such conditions reverberate in access barriers to the labor market, health services, arts, research, information, effective participation in Brazilian society, meaning the very lack of citizenship exercise, configuring itself a social problem. Up front pandemic context, as of March/2020, this situation got worse. While hearing people were bombarded with information about the new coronavirus, we observed that this content and its respective updates did not reach Deaf people, in most part they were not broadcast in Libras. The Deaf were left without access to information. In this context, this study seeks to address the researcher's concerns regarding the Deaf People’s communicational accessibility during the pandemic. The general objective is to critically analyze the discourses of Deaf Social Actors in relation to the challenges of communicational accessibility faced during the pandemic getting guided by Sociological and Communicational Approach to Discourse ASCD. This analysis is based on videos performed by those very Deaf Social Actors on the YouTube platform with evidence in claims for rights: linguistic, cultural, recognition and respect for the Deaf People. The videos in Libras were translated and presented in the written modality of the Portuguese language. For this, we are guided by the assumptions of Critical Discourse Analysis (CDA), by assuming the opposite position to actions that cause social inequalities and exclusion (FAIRCLOUGH, 2001; VAN DICK, 2008; PEDROSA, 2013; MAGALHÃES 2017; CUNHA, 2021; IRINEU, 2021). We seek to add distinct theoretical contributions, as transdisciplinarity in CDA comes from its own origin, its conception of discourse, its critical character, its dialectical vision, and also its methodological possibilities (BATISTA JR; SATO; MELO, 2018). With this foundation, research in CDA is guided by its own object, which is the case of this work. The methodological paths followed the trails of a qualitative-interpretative research, without, however, neglecting quantitative aspects of representativeness in its results. Anchored in ASCD (PEDROSA, 2014, 2016), we added Deaf Studies (SKLIAR and PERLIN, 1998, 2001; PESAVENTO, 2005; LOPES, 2007; STROBEL, 2006, 2008, 2009; SILVA, 2014; HALL; WOODWARD, 2014; FRANCO, 2014; ERNSEN, 2016; PEDROSA et al., 2021) and the Fight for Recognition (HONNETH, 2003), combined with studies of the Appraisal System, Systemic-Functional Grammar (HALLIDAY, 2004; MARTIN and WHITE 2004) and the theory of Social Actors (VAN LEEUWEN, 2008; DUBAR, 1997). To develop this thesis, we watched 122 videos in Libras, posted on the YouTube channel and 09 HEIs (Higher Education Institutions) were selected, starring Deaf Social Actors. We carried out the procedures of translation into Portuguese in the written modality for presentation in this work. After methodological decisions, based on the criteria of relevance, homogeneity and synchronicity (BAUER and GASKELL 2008; BAUER and ARTS, 2008), we constituted the corpus with twenty-four fragments that contemplate the challenges of communicational accessibility of the Deaf during the pandemic. It was verified by the discourse that, in order to face the challenges of communicational accessibility of the Deaf Social Actors during the covid-19 pandemic, the forms of recognition activated in sixty-nine percent of the corpus are linked to disrespect, deprivation of rights and exclusion in the sphere of legal relationships. On a much smaller scale, corresponding to thirty percent, social esteem and self-esteem as a practical self-relation within the Community of Values, sphere of Solidarity. Finally, as researchers based on the ACD/ASCD, as a theoretical assumption, we contribute, through this thesis, with the recording of situations experienced by the Deaf during the pandemic, denouncing their underprivileged situation with regard to access to communication.

Su primera lengua, la Lengua de Signos Brasileña - LIBRAS, no está incluida en el currículo escolar, la accesibilidad comunicacional está garantizada por ley, pero no es efectiva en la práctica. Tales condiciones repercuten en barreras de acceso al mercado de trabajo, a los servicios de salud, a las artes, a la investigación, a la información, a la participación efectiva en la sociedad brasileña, o sea, se carece del ejercicio de la ciudadanía. Ante el contexto de pandemia a partir de marzo/2020, esta situación se ha agravado. Mientras las personas oyentes eran bombardeadas con información sobre el nuevo coronavirus, observamos que este contenido y sus respectivas actualizaciones no llegaban a las personas Sordas, ya que no se transmitían en Libras. Los sordos se quedaron sin acceso a la información. En ese contexto, este estudio busca abordar las preocupaciones de la investigadora con respecto a la accesibilidad comunicacional de las Personas Sordas durante la pandemia. El objetivo general es analizar críticamente, anclados en el Enfoque Sociológico y Comunicacional del Discurso (ASCD), los discursos de las Personas Sordas, en relación a los desafíos enfrentados durante la pandemia del covid-19. En esta coyuntura, también buscamos resaltar los reclamos de las Personas Sordas por sus derechos, reconocimiento y respeto desde su protagonismo en videos señalados en Libras en la plataforma YouTube. Para ello, nos guiamos por los supuestos del Análisis Crítico del Discurso (ACD) para asumir una postura inversa a las acciones que provocan desigualdades sociales y exclusión (FAIRCLOUGH, 2001; VAN DICK, 2008; PEDROSA, 2013; MAGALHÃES 2017; CUNHA, 2021; IRINEU, 2021). Buscamos sumar distintos aportes teóricos, ya que la transdisciplinariedad en ADC proviene de su propio origen, de su concepción del discurso, de su carácter crítico, de su visión dialéctica, y también de sus posibilidades metodológicas (BATISTA JR; SATO; MELO, 2018). A partir de este fundamento, la investigación en ACD se guía por un objeto propio, como es el caso de este trabajo. Los caminos metodológicos siguieron los caminos de una investigación cualitativa-interpretativa, sin, sin embargo, despreciar aspectos cuantitativos de representatividad en sus resultados. Anclados en el Enfoque Sociológico y Comunicacional del Discurso (PEDROSA, 2014, 2016), se suman los Estudios Sordos (SKLIAR y PERLIN, 1998, 2001; PESAVENTO, 2005; LOPES, 2007; STROBEL, 2006, 2008, 2009; SILVA, 2014); HALL; WOODWARD, 2014; FRANCO, 2014; ERNSEN, 2016; PEDROSA et al., 2021) y la Lucha por el Reconocimiento (Axel Honneth, 2003), combinados con los estudios del Sistema de Evaluación (HALLIDAY, 2004; MARTIN y WHITE 2004) y la teoría de los Actores Sociales (VAN LEEUWEN, 2008). Para desarrollar esta tesis, vimos 122 videos en Libras publicados en YouTube, protagonizados por actores sociales Sordos. Realizamos los procedimientos de traducción al portugués en forma escrita para presentación en este trabajo. Luego de decisiones metodológicas basadas en los criterios de relevancia, homogeneidad y sincronicidad (BAUER y GASKELL 2008; BAUER y ARTS, 2008), constituimos el corpus con veintitrés fragmentos que contemplan los desafíos de accesibilidad comunicacional de las personas Sordas durante la pandemia. Se verificó por el discurso que, para enfrentar los desafíos de accesibilidad comunicacional de los Actores Sociales Sordos durante la pandemia del covid19, las formas de reconocimiento activadas en el sesenta y nueve por ciento del corpus están vinculadas al irrespeto, privación de derechos y la exclusión en el ámbito de las relaciones jurídicas. En una escala mucho menor, correspondiente al treinta por ciento, la estima social y la autoestima como relación práctica consigo mismo dentro de la Comunidad de Valores, ámbito de la Solidaridad. Finalmente, como investigadores fundamentados en la ACD/ASCD, como presupuesto teórico, aportamos a través de esta tesis, con el registro de situaciones vividas por las personas Sordas durante la pandemia, y denunciamos su situación desfavorecida en cuanto al acceso a la comunicación.Na segunda década do século XXI, o Povo Surdo ainda vive à margem da sociedade e por isso luta por reconhecimento e direitos. A sua primeira língua, a Língua Brasileira de Sinais – LIBRAS, não é contemplada no currículo escolar, a acessibilidade comunicacional é garantida por lei, mas não se efetiva na prática. Tais condições reverberam em barreiras de acesso ao mercado de trabalho, aos serviços de saúde, às artes, à pesquisa, à informação, à participação efetiva na sociedade brasileira, ou seja, falta-lhe o exercício da cidadania, configurando-se como um problema social. Diante do contexto pandêmico a partir de março/2020 essa situação se agravou. Enquanto as pessoas ouvintes foram bombardeadas com informações sobre o novo coronavírus, observamos que esse conteúdo e suas respectivas atualizações não chegavam às pessoas Surdas, pois não foram veiculadas em Libras. Os Surdos ficaram sem acesso às informações. Nesse contexto, este estudo busca atender às inquietações da pesquisadora em relação à acessibilidade comunicacional do Povo Surdo durante a pandemia. O objetivo geral é analisar criticamente, ancorados na Abordagem Sociológica e Comunicacional do Discurso (ASCD), os discursos dos Atores Sociais Surdos, em relação aos desafios de acessibilidade comunicacional enfrentados durante a pandemia da covid-19 a partir do seu protagonismo em vídeos sinalizados em Libras na plataforma YouTube, evidenciando as reivindicações pelos direitos linguísticos, culturais, reconhecimento e respeito do Povo Surdo. Para isso, nos orientamos nos pressupostos da Análise Crítica do Discurso (ACD) por assumir postura inversa às ações que causam desigualdades sociais e exclusão (FAIRCLOUGH, 2001; VAN DICK, 2008; PEDROSA, 2013; MAGALHÃES 2017; CUNHA, 2021; IRINEU, 2021). Procuramos agregar contribuições teóricas distintas, pois a transdisciplinaridade na ACD advém de sua própria origem, de sua concepção de discurso, de seu caráter crítico, de sua visão dialética, e também de suas possibilidades metodológicas (BATISTA JR; SATO; MELO, 2018). Com esse fundamento, as pesquisas em ACD são guiadas por seu próprio objeto, é o caso deste trabalho. Os caminhos metodológicos seguiram as trilhas de uma pesquisa qualitativo-interpretativista, sem, contudo, desprezar aspectos quantitativos de representatividades em seus resultados. Ancorados na Abordagem Sociológica e Comunicacional do Discurso (PEDROSA, 2014, 2016) agregamos os Estudos Surdos (SKLIAR e PERLIN, 1998, 2001; PESAVENTO, 2005; LOPES, 2007; STROBEL, 2006, 2008, 2009; SILVA, 2014; HALL; WOODWARD, 2014; FRANCO, 2014; ERNSEN, 2016; PEDROSA et al., 2021) e a Luta por Reconhecimento (Axel Honneth, 2003), aliados aos estudos do Sistema de Avaliatividade (HALLIDAY, 2004; MARTIN e WHITE 2004) e à teoria dos Atores Sociais (VAN LEEUWEN, 2008). Para desenvolvimento da tese, assistimos a 122 vídeos em Libras postados no YouTube, protagonizados por atores sociais Surdos. Realizamos os procedimentos de tradução para a língua portuguesa na modalidade escrita para apresentação neste trabalho. Após decisões metodológicas baseadas nos critérios de relevância, homogeneidade e sincronicidade (BAUER e GASKELL 2008; BAUER e ARTS, 2008), constituímos o corpus com vinte e três fragmentos que contemplam os desafios de acessibilidade comunicacional dos Surdos durante a pandemia. Ficou constatado pela discursividade que para o enfrentamento dos desafios de acessibilidade comunicacional dos Atores Sociais Surdos durante a pandemia da covid-19, as formas de reconhecimento ativadas em sessenta e nove por cento do corpus estão vinculadas ao desrespeito, privação de direitos e exclusão na esfera das relações jurídicas. Em escala bem menor, correspondendo a trinta por cento, a estima social e autoestima como autorrelação prática no âmbito da Comunidade de Valores, esfera da Solidariedade. description In the 21st century`s second decade Deaf People still live on the margins of society and therefore fight for recognition and rights. Their first language, the Brazilian Sign Language - LIBRAS, is not included in the school curriculum, communicational accessibility is guaranteed by law, but ineffective in practice. Such conditions reverberate in access barriers to the labor market, health services, arts, research, information, effective participation in Brazilian society, meaning the very lack of citizenship exercise, configuring itself a social problem. Up front pandemic context, as of March/2020, this situation got worse. While hearing people were bombarded with information about the new coronavirus, we observed that this content and its respective updates did not reach Deaf people, in most part they were not broadcast in Libras. The Deaf were left without access to information. In this context, this study seeks to address the researcher's concerns regarding the Deaf People’s communicational accessibility during the pandemic. The general objective is to critically analyze the discourses of Deaf Social Actors in relation to the challenges of communicational accessibility faced during the pandemic getting guided by Sociological and Communicational Approach to Discourse ASCD. This analysis is based on videos performed by those very Deaf Social Actors on the YouTube platform with evidence in claims for rights: linguistic, cultural, recognition and respect for the Deaf People. The videos in Libras were translated and presented in the written modality of the Portuguese language. For this, we are guided by the assumptions of Critical Discourse Analysis (CDA), by assuming the opposite position to actions that cause social inequalities and exclusion (FAIRCLOUGH, 2001; VAN DICK, 2008; PEDROSA, 2013; MAGALHÃES 2017; CUNHA, 2021; IRINEU, 2021). We seek to add distinct theoretical contributions, as transdisciplinarity in CDA comes from its own origin, its conception of discourse, its critical character, its dialectical vision, and also its methodological possibilities (BATISTA JR; SATO; MELO, 2018). With this foundation, research in CDA is guided by its own object, which is the case of this work. The methodological paths followed the trails of a qualitative-interpretative research, without, however, neglecting quantitative aspects of representativeness in its results. Anchored in ASCD (PEDROSA, 2014, 2016), we added Deaf Studies (SKLIAR and PERLIN, 1998, 2001; PESAVENTO, 2005; LOPES, 2007; STROBEL, 2006, 2008, 2009; SILVA, 2014; HALL; WOODWARD, 2014; FRANCO, 2014; ERNSEN, 2016; PEDROSA et al., 2021) and the Fight for Recognition (HONNETH, 2003), combined with studies of the Appraisal System, Systemic-Functional Grammar (HALLIDAY, 2004; MARTIN and WHITE 2004) and the theory of Social Actors (VAN LEEUWEN, 2008; DUBAR, 1997). To develop this thesis, we watched 122 videos in Libras, posted on the YouTube channel and 09 HEIs (Higher Education Institutions) were selected, starring Deaf Social Actors. We carried out the procedures of translation into Portuguese in the written modality for presentation in this work. After methodological decisions, based on the criteria of relevance, homogeneity and synchronicity (BAUER and GASKELL 2008; BAUER and ARTS, 2008), we constituted the corpus with twenty-four fragments that contemplate the challenges of communicational accessibility of the Deaf during the pandemic. It was verified by the discourse that, in order to face the challenges of communicational accessibility of the Deaf Social Actors during the covid-19 pandemic, the forms of recognition activated in sixty-nine percent of the corpus are linked to disrespect, deprivation of rights and exclusion in the sphere of legal relationships. On a much smaller scale, corresponding to thirty percent, social esteem and self-esteem as a practical self-relation within the Community of Values, sphere of Solidarity. Finally, as researchers based on the ACD/ASCD, as a theoretical assumption, we contribute, through this thesis, with the recording of situations experienced by the Deaf during the pandemic, denouncing their underprivileged situation with regard to access to communication.
