Resumo: This research unwinds through the vision of heritage and city, seeking to comprehend how public policies on heritage are referred to in historical and academic documentation related to the city of Laranjeiras/SE. Referencing a theoretical and empirical study, the investigative work was a qualitative approach. To achieve the aimed objective, the study was outlined into the field of material heritage, focusing its investigations to the built heritage of the historic centre of Laranjeiras and its representation in heritage public policies. The data collected from the Urban Plan of Laranjeiras (1975) and the Participatory Master Plan (2008) was investigated through textual discourse analysis, as well as the corpus extracted from an exploratory survey in the Institutional Repository of the Federal University of Sergipe (UFS). The gathered results point at theoretical and political advances towards the comprehension and acknowledgment of the built heritage cultural references of Laranjeiras. Nevertheless, although heritage is a social asset, such advances are still placed distant from the community and their public appropriation. Therefore, possible guidelines were drawn in order to contribute and/or provoke reflections on the reverberation between the community and the public policies aimed at the built heritage of Laranjeiras/SE.

Tomando como referência um estudo teórico e empírico, a natureza investigativa deste trabalho foi de abordagem qualitativa. Para alcançar o objetivo proposto, o recorte de estudo foi delimitado ao patrimônio material, dedicando suas investigações ao patrimônio edificado do centro histórico da cidade de Laranjeiras e aos seus desdobramentos em políticas públicas patrimoniais. Os dados analisados à luz da análise textual discursiva foram coletados de documentos históricos do Plano Urbanístico de Laranjeiras e código de obras de 1975 e do Plano Diretor Participativo de 2008, assim como do corpus extraído de levantamento exploratório no Repositório Institucional da Universidade Federal de Sergipe (UFS). Os resultados obtidos apontam avanços teóricos e políticos na compreensão e no reconhecimento das referências culturais do patrimônio edificado de Laranjeiras. No entanto, esses avanços ainda se encontram distantes da divulgação e da apropriação pública, embora, por definição, o patrimônio histórico seja um bem de alcance social.
