Resumo: The dissertation reviews the principal arguments of the institutionalist approach, having as central point of convergence concepts from the modern evolutionary approach as well as the theoretical institutionalists. From a broad perspective, institutions are mechanisms that shape the economy promoting interlinkages and/or limitations between economic agents and social actors. To this end, this dissertation seeks to understand the roots of the institutional approach, its evolution and interaction with other theories. The dissertation further seeks to understand the significant transformations that the Brazilian institutional framework has undergone, particularly through the implementation of new institutional arrangements since 2000. It was through the process of decentralization of CT&I, that the Brazilian institutional context has evolved over decades, which promoted the consolidation of innovations in institutional arrangements, specifically, within the framework of public health, as is the case of Program search for the unified Health System. Another more recent example stems from the grant program within the transport and logistics sector.

De uma perspectiva ampla, as instituições são mecanismos que moldam a economia promovendo interligações e/ou limitações entre os agentes econômicos bem como aos atores sociais. Nesse sentido, buscar-se-á o entendimento das raízes da abordagem institucional, sua evolução e interação com outras teorias. O desdobramento deste trabalho busca demonstrar a evolução do marco institucional brasileiro que tem passado por significativas transformações, particularmente, com a implementação de novos arranjos institucionais a partir da década de 2000. Foi por intermédio do processo de descentralização do fomento em CT&I, que se verificou o quanto o contexto institucional brasileiro evoluiu, fato decorrido ao logo de décadas que nos últimos anos tem promovido a consolidação de inovações nos arranjos institucionais, especificamente, no âmbito da saúde pública, como é o caso do Programa de Pesquisa para o Sistema Único de Saúde.
