The main objective of this thesis is to study the participation and social control of Rural Education and to analyze the contradictions present in the construction and implementation of public policies that claim to be hegemonic in the education of the countryside, with reference to the insertion and participation of the social and union movements in the committees and state forums of Rural Education. In order to trace the paths of research we start by asking: 1) what limits and possibilities are present in the involvement of social and union movements and state committees and forums in the struggle for the construction and implementation of public count-hegemonic policies, like Rural Education? 2) are the committees and forums of the Rural Education able to face and overcome the weaknesses that permeate the access to education by the rural people? 3) what are the percussions of the participation of social movements, trade unions and the instances of participation and social control in Rural Education? The study is guided by dialectical historical materialism because it has as its source the knowledge of concrete reality - in this case, the participation of social and union movements in the implementation of Rural Education - and the intentionality of unveiling the possibilities, challenges and perspectives present in the implementation of Rural Education and in the exercise of participation and social control over it. It has as research sources: documentary research (legislation on Education and Rural Education and the documents of creation and operation of the State Committee of Rural Education of Sergipe - EDUCAMPO / Se); Participant observation in the activities of EDUCAMPO/Se and interview with professors of federal universities, national representatives of social movements and trade unions involved in the struggle for the construction and implementation of an Education in the Countryside, members of the EDUCAMPO/Se and of four Sergipe territorial colleges of the Territory of Citizenship Program. Once developed, the research allowed us to analyze the real contradictions that impede the advance of the public policy of education from the intervention of the State and the constitution also limited by the committee itself.
