Há questões relacionais subjacentes à coexistência. Quanto a isso, apresentamos aqui a mirada institucional como método de abordagem. Mirada aqui remete a olhar fixamente para algo (recursos hídricos) por um longo período de tempo enquanto também estamos interessados, surpresos ou pensando em outra coisa (auto-referência). Seguimos a abordagem institucional porque as instituições atendem às necessidades da sociedade ao preencher os papéis e comportamentos esperados. No entanto, há um fascínio criativo diante da resolução de situações problemáticas, e o que a partir disso criamos influencia-nos e aos outros, também à repetição gaguejante dos mesmos erros sob novas tramas. Optamos por abordar as situações problemáticas da água como complexas, indo além dos sintomas econômicos, ecológicos e ambientais que tensionam os paradigmas contributivos ao problemático Antropoceno. Ao investigar o olhar institucional sobre os recursos hídricos, respondemos ao fato de que há na literatura científica, um amplo arranjo de abordagens, do método à técnica, que ressoa teoria à prática, o que empobrece a complexidade analítica em favor da complexidade material. O resultado da pesquisa consiste no ordenamento de lentes dinâmicas, heuristicamente aplicáveis aos recursos hídricos em um espaço-tempo específico. A investigação aponta que por detrás dos sintomas que configuram o que vivenciamos como crise hídrica, jaz uma crise civilizatória. Nesta, prevalece um problema relacional que é multidimensional: do homem consigo mesmo, com os seus e com as coisas. O dilema é assimilar a incompletude constitutiva do homem da qual emergem os conflitos entre as representações do que apropriamos da água com o que experienciamos da vida do sistema socio ecológico.Abstract: Coexistence is recognition, and recognizing water in complexity is recognizing it as the Other in its multidimensionality and semantic openness, facing relations of complementarity, competition, and antagonism. There are relational issues underlying coexistence, and to that, we state on an institutional gaze as a knowledge method. Gaze here resembles looking steadily at something (water resources) for a long time while also interested, surprised, or thinking of something else (self-reference). We follow an institutional approach because institutions meet the needs of society by filling expected roles and behaviors. However, there is a creative fascination in the face of solving problematic situations, and what from this we create influences us and influences others, also to the stuttering repetition of the same mistakes under new plots. We choose to address water problematic situations as complex, moving beyond the economic, ecological, and environmental symptoms that tensions the paradigms contributive to the troublesome Anthropocene. By investigating the institutional gaze on water resources, we address the fact that there are in the scientific literature a wide arrange of approaches, from method to technique, resounding theory to practice, which impoverishes the analytical complexity in favor of the material complexity. The research result consists of ordering dynamic lenses, heuristically applicable to water resources in a specific space-time. The inquiry points that behind the symptoms that configure what we experience as a water crisis lies a civilization one. In this, a multidimensional relationship prevails, from man to himself, to his own, and things.
