Estudo dos sistemas de produção dos agricultores familiares da fronteira oeste do Rio Grande do Sul

Resumo: In Brazil, the historical negligence with the familiar agriculture deepen itself through the persistence of the traditional development paradigm, boosted by the campo conservative modernization which has privileged the rural latifundia patronage class, mostly through the rural credit public politic and the technical assistance. Beyond that, in the Brazilian rural environment the familiar class has resisted maintaining their production units along important development for the national economy. In 2006, as a rural development and supporting strategy axis the Brazilian government has approved the Familiar Agriculture Law in order to improve the familiar agriculture. In this way, the political priorities assuming the familiar agriculture in Brazil justified the studies accomplishment to understand the particularities and to build objective and factual formulations for the development of the economically disfavored regions considered belated in the country. In the State of Rio Grande do Sul, the socioeconomic development shows acute differences between North and South of the State. The prevalent ethnical groups spacialization, the implemented production matrixes and the agro ecological conditions, beyond others indicators, when analyzed, flash themselves in the social and economical differences of these regions, mainly on the development stagnation of the South of the State. The South West Border is identified as a region constituted, on the agrarian approach, only by large rural properties, formed from land distribution which breed farms / farmers. The region is referred as a place of traditional latifundia, extensive cattleraising production. These establishments practice, mostly, beef cattle raising and/or ovine, familiar labor-force predominance, however, there are also horticulture and dairy cattle establishments. This essay has substantiated, with relevance on the familiar agriculturists production systems for the development of the studied region, the diversity of both natural factors as human elements which dominate the complex dynamic of the West Border agrarian spaciality.The methodological procedures basing on Diagnostics Analysis of the Agrarian Systems enable to characterize the production systems of the familiar agriculturists, their potentialities and bounds adopting the municipal district of Alegrete as a reference. This study has confirmed that the social heterogeneity of the familiar process on the region is made up of different types of familiar agriculturists.

This study has confirmed that the social heterogeneity of the familiar process on the region is made up of different types of familiar agriculturists.No Brasil, o descaso histórico com a agricultura familiar se aprofundou com a persistência do modelo tradicional de desenvolvimento, impulsionado pela chamada modernização conservadora do campo que privilegiou a categoria patronal da grande propriedade rural, principalmente com as políticas públicas do crédito rural e da assistência técnica. Apesar disso, a categoria familiar resistiu no rural brasileiro e manteve suas unidades de produção com desempenho importante para a economia nacional. Em 2006, como eixo de uma estratégia de desenvolvimento agrário e sustentabilidade o governo brasileiro sancionou a Lei da Agricultura Familiar para valorizar a agricultura familiar. Nesse sentido, as prioridades políticas que assume a agricultura familiar na Nação brasileira justificam a realização de estudos para conhecer as especificidades das regiões deprimidas economicamente, consideradas atrasadas no país para construir formulações concretas ao desenvolvimento. No Estado do Rio Grande do Sul, o desenvolvimento socioeconômico tem diferenças acentuadas entre a Metade Norte comparativamente com a Metade Sul. A espacialização das etnias predominantes, as matrizes de produção implementadas e as condições agroecológicas, entre outros indicadores, quando analisados refletem nas diferenças sociais e econômicas dessas regiões, principalmente, na estagnação do desenvolvimento da Metade Sul. A Fronteira Oeste na Metade Sul é identificada como uma região constituída, do ponto de vista agrário, apenas por grandes propriedades rurais, formadas pela distribuição das sesmarias que deram origem às estâncias/estancieiros. A região é referida como somente dos tradicionais latifúndios com produção da pecuária extensiva. Mas, os dados do Convênio INCRA/FAO dão conta que a categoria familiar no município de Alegrete corresponde a 61,3% dos estabelecimentos rurais totalizando 1.675 estabelecimentos familiares. Esses estabelecimentos, majoritariamente, praticam as atividades de bovinos de corte e/ou ovinos e com a predominância de utilização de mão-de-obra familiar, mas também, existem estabelecimentos com hortifruticultura e a pecuária de leite. Com relevância aos sistemas de produção dos agricultores familiares para o desenvolvimento da região estudada, esse estudo constatou a diversidade tanto de fatores naturais quanto de elementos humanos que regem a complexidade da dinâmica da espacialização agrária da Fronteira Oeste. Os procedimentos metodológicos com base na Análise de Diagnósticos dos Sistemas Agrários possibilitaram caracterizar os sistemas de produção dos agricultores familiares, suas potencialidades e limites, adotando-se como referência o município de Alegrete.
