Resumo: | This dissertation developed in the Postgraduate Program in Cultural Heritage within the thematic area of Architecture and Material Heritage and in the line of research on Preservation of Material Heritage. Proposes as a general objective the elaboration of an Inclusion Guide (product of this Professional Master's Degree), in the context of the Creative District Centro-Gare of Santa Maria - RS, that will contribute to the social inclusion of people with disabilities (PWD’s) and people with reduced mobility (PMR´s), in the sphere of cultural tourism. Seeks to work as a reference object of studies, the current V Belga Food Hall (VBFH), the former building of the Cooperative of Railway Employees of Rio Grande do Sul (COOPFER), reclassified historical heritage, in Vila Belga. It discusses issues of urban revitalization and requalification, carried out in a participatory manner between public authorities, society, and academia, as well as the inclusive stance involved in these integrated actions. Developed on a scale plan, from the macroscale to the microscale, it presents an overview of accessibility and inclusion in the context of the contemporary city. Specifically, regarding the reference building, the treatment occurs through exploratory and descriptive analyses, mappings, images, and detailed measurements on site, in terms of autonomy, completeness, mobility, and inclusive stance, in order to characterize the level of inclusion at which it is found and offered as a tourist attraction. Through a qualitative approach, it is possible to cover the literature review on themes integrated into the context, state-of-the-art research, and technical analytical surveys, based on normative instructions and current legislation. The results of this research are condensed into the product, in order to make clear the understanding of the situational diagnosis of the object of studies in its context, which exposes the characteristics of the urban accessibility roadmap towards the VBFH. Proving that integrated urban requalification projects, added to the perception of an inclusive stance, can make feasible actions that value and expand experiments in tourism accessible to historical and cultural heritage, guaranteeing equity and quality of life for the entire society. |

Como objetivo geral, propõe-se a elaboração de um Guia de Inclusão (produto deste Mestrado Profissional) no contexto do Distrito Criativo Centro-Gare de Santa Maria – RS, que venha a contribuir para a inclusão social de pessoas com deficiência (PCD’s) e pessoas com mobilidade reduzida (PMR’s), na esfera do turismo cultural. Busca-se trabalhar como objeto referencial de estudos o atual V Belga Food Hall (VBFH), antiga edificação da Cooperativa dos Empregados da Viação Férrea do Rio Grande do Sul (COOPFER), patrimônio histórico requalificado, localizado na Vila Belga. Nesta pesquisa, são discutidas questões de revitalização e requalificação urbanas, realizadas de forma participativa entre poder público, sociedade e meio acadêmico, abordando também a postura inclusiva envolvida nessas ações integradas. Desenvolvida em um plano de escalas, desde a macroescala à microescala, pretende-se apresentar um panorama da acessibilidade e inclusão no contexto da cidade contemporânea. Especificamente sobre a edificação referencial, o tratamento ocorre através das análises exploratórias e descritivas, mapeamentos, imagens e aferições detalhadas in loco em termos de autonomia, integralidade, mobilidade e postura inclusiva, a fim de, caracterizar o nível de inclusão em que ele se encontra, considerando o que a região oferece como atrativo turístico. Através de abordagem qualitativa, é possível, abranger a revisão da literatura sobre as temáticas integradas ao contexto, bem como pesquisas de estado da arte e levantamentos analíticos técnicos com base em instruções normativas e legislações vigentes. Os resultados desta pesquisa se condensam no produto, a fim de tornar clara a compreensão sobre o diagnóstico situacional do objeto de estudo em seu contexto, a partir da exposição das características do roteiro da acessibilidade urbana com destino ao VBFH.
