Barreiras e facilitadores para a adoção de compras sustentáveis: percepção de servidores de instituições federais de ensino

Resumo: | There is a growing demand for the public sector to adopt sustainable public procurement, given its importance for sustainable development. In Brazil, sustainable procurement became the norm with the advent of the new General Law on Bidding and Contracts (Law No. 14.133/2021). The literature has sought to identify the barriers and drivers of sustainable practices in public procurement. This dissertation aims to investigate which barriers and facilitators affect sustainable public procurement in federal education institutions (FEIs) and their relationship with employees. To this end, a systematic literature review and bibliometric analysis were carried out, and a research questionnaire was applied to 181 employees of two IFEs in Rio Grande do Sul: the Federal University of Santa Maria (UFSM) and the Farroupilha Federal Institute (IFFar). In the bibliometric analysis, with the aid of the VOSviewer® software, 6 clusters related to barriers and facilitators in sustainable procurement were identified: innovation, practices, implementation, requirements, mediators, and supply chains. This research adopted a cross-sectional quantitative approach, conducted using a structured questionnaire adapted from Roman (2017) and Delmonico et al. (2018). An empirical model was tested through multivariate tests and Structural Equation Modeling (SEM), composed of nine hypotheses. The hypotheses tested the influence of cultural barriers, institutional leadership, and supplier relationships on procurement practices, innovation, and the strategic function of public procurement, and all were accepted. The results show that cultural barriers negatively impact sustainable practices, innovation, and the strategic function of public procurement, indicating that institutions need to promote cultural changes geared towards sustainability. From this perspective, institutional leadership emerges as a determinant for these three factors, highlighting that change in institutions must be sponsored from the top. Another important result concerns collaboration between suppliers and buyers, which highlights the need to improve communication channels and bidding regulations to support procurement with sustainable criteria. The research results offer relevant theoretical contributions, as well as practical recommendations for managers of FEIs, such as investment in training, the institutionalization of sustainable values, and improved communication with suppliers. To minimize the gap identified in the research regarding the low application of the Sustainable Logistics Plan, a repository of sustainability criteria to be applied in public procurement is proposed as a technological product, developed from a diagnosis of public procurement. Limitations of the research include the small sample size and the restriction to only two FEIs. Future research could broaden the scope to other institutions, enabling comparative analyses. |

No Brasil, a contratação sustentável passou a ser regra com o advento da nova Lei Geral de Licitações e Contratos (Lei nº 14.133/2021). A literatura tem buscado identificar as barreiras e os impulsionadores das práticas sustentáveis nas compras públicas. Esta dissertação tem o objetivo de investigar quais barreiras e facilitadores afetam as compras públicas sustentáveis em instituições federais de ensino (IFEs) e sua relação com os servidores. Para tanto, foi realizada uma revisão sistemática de literatura e análise bibliométrica, e aplicado um questionário de pesquisa junto a 181 servidores de duas IFEs do Rio Grande do Sul: a Universidade Federal de Santa Maria (UFSM) e o Instituto Federal Farroupilha (IFFar). Na análise bibliométrica, com o auxílio do software VOSviewer®, foram identificados 6 clusters relacionados a barreiras e facilitadores em compras sustentáveis: inovação, práticas, implementação, requisitos, mediadores e cadeias de suprimentos. A pesquisa adotou uma abordagem quantitativa de corte transversal, conduzida por um questionário estruturado adaptado de Roman (2017) e Delmonico et al. (2018). Foi testado um modelo empírico, por meio de testes multivariados e da Modelagem de Equações Estruturais (MEE), composto por nove hipóteses. As hipóteses testaram a influência das barreiras culturais, da liderança institucional e do relacionamento com os fornecedores sobre as práticas, a inovação e a função estratégica das compras, sendo todas aceitas. Os resultados evidenciam que as barreiras culturais impactam negativamente as práticas sustentáveis, a inovação e a função estratégica das compras públicas, indicando que as instituições precisam promover mudanças culturais direcionadas à sustentabilidade. Nessa perspectiva, a liderança institucional surge como determinante para esses três fatores, evidenciando que a mudança nas instituições deve ser patrocinada pela cúpula. Outro resultado importante diz respeito à colaboração entre fornecedores e compradores, que destaca a necessidade de aprimorar os canais de comunicação e as regulamentações de licitações para dar suporte às contratações com critérios sustentáveis. Os resultados da pesquisa trazem contribuições teóricas relevantes, além de recomendações práticas aos gestores das IFEs, como o investimento em capacitação, a institucionalização dos valores sustentáveis e a melhoria da comunicação com fornecedores. A fim de minimizar a lacuna identificada na pesquisa quanto à baixa aplicação do Plano de Logística Sustentável, é proposto, como produto tecnológico, um repositório de critérios de sustentabilidade a ser aplicado nos pregões, elaborado a partir de um diagnóstico das compras públicas. Como limitações da pesquisa está a baixa amostra obtida e a restrição à apenas duas IFEs.
