Resumo: This research project will be developed in the context of the Research Line "Pedagogical Management and Educational Contexts / LP2, of the Professional Masters Course in Public Policies and Educational Management, Postgraduate Program in Public Policies and Educational Management, Education Center at Federal University of Santa Maria (UFSM). It presents as a theme the budget flexibility by the administration of the university units to the managers of courses and departments in function of the external evaluation processes. The research is based on the study of the results of the external evaluation, the decentralization of resources, the results of the institutional evaluation and the budgetary flexibility. The general objective is to analyze the extent to which decision-making processes of public managers are influenced by external evaluation indicators with a view to proposing new budget management processes. It will be used the qualitative case study method, analyzing the institutional and external evaluation documents, as well as individual interviews with managers in order to understand and analyze their perceptions on the assessments and the distribution of budget resources. Based on this research, we intend to propose the adoption of a new distribution model of budgetary resources that are based on the external evaluation of the courses and to recommend decisions of shared management.

Apresenta como temática a flexibilização orçamentária por parte da administração das unidades universitárias aos gestores de cursos e departamentos em função dos processos de avaliação externa. A pesquisa está alicerçada no estudo dos resultados da avaliação externa, na descentralização de recursos, nos resultados da avaliação institucional e na flexibilização orçamentária. O objetivo geral do estudo é analisar em que medida os processos decisórios dos gestores públicos são influenciados pelos indicadores da avaliação externa, com vistas à proposição de novos processos de gestão orçamentária. Utilizamos o método de estudo de caso, qualitativo, analisando os documentos de avaliação institucional e externa, bem como realizando entrevistas individuais com os gestores, com intuito de compreender e analisar as suas percepções diante das avaliações e da distribuição de recursos orçamentários.
