Resumo: | This research work, from the Professional Master's Course, from the Postgraduate Program inPublic Policies and Educational Management at UFSM, addresses people management in thearea of Education. Its general objective is to understand the people management processes carried out in the Municipal Education Network of Santa Maria/RS, in order to contribute to therearticulation and qualification of the Personnel Staffing Plan. And for specific objectives it prioritizes: i) historicizing educational and school management policies and processes in con- junction with democratic management; ii) identify how people management processes take place in the Municipal Education Network of Santa Maria/RS; iii) recognize, from the perspec-tive of educational and school managers in the Municipal Education Network of Santa Maria/RS, the demands, challenges and possibilities related to people management processes;iv) build guiding parameters that contribute to the rearticulation and qualification of people management processes in the Municipal Education Network of Santa Maria/RS. Methodolog-ically, this is an involved research of a qualitative nature, which was carried out with managersfrom the Municipal Education Network of Santa Maria/RS (RME/SM), using documentary anal-ysis, mixed online questionnaire and semi-structured interview. The data constructed indicatesthat the research provided opportunities for dialogue and listening to managers, in which it waspossible to establish comparisons and reflections on the analyzed documents and bibliog- raphies, in order to establish approximations with the demands and resignifications of the pro-cesses related to the RME Staffing Plan /SM that, in the perception of managers, the processes are organized and well conducted, but need to be rearticulated and permanently qualified. Considering that this is a professional master's degree research, the aim was to contribute to the systematization of people management processes in the Municipal Education Network of Santa Maria/RS, culminating, therefore, with the shared elaboration of a “Booklet of technicalguidelines for the construction of the Staffing Plan for this Education Network”. |

Su objetivo general es comprender los procesos de gestión de personas realizados en la Red Municipal de Educación de Santa María/RS, para contribuir a la rearticulación y calificación del Plan de Dotación de Personal. Y para objetivos específicos prioriza: i) historizarlas políticas y procesos educativos y de gestión escolar en conjunto con la gestión democrá- tica; ii) identificar cómo ocurren los procesos de gestión de personas en la Red Municipal de Educación de Santa María/RS; iii) reconocer, desde la perspectiva de los gestores educativosy escolares de la Red Municipal de Educación de Santa María/RS, las demandas, desafíos y posibilidades relacionadas a los procesos de gestión de personas; iv) construir parámetros orientadores que contribuyan a la rearticulación y calificación de los procesos de gestión de personas en la Red Educativa Municipal de Santa María/RS. Metodológicamente, se trata deuna investigación involucrada, de carácter cualitativo, realizada con gestores de la Red Muni- cipal de Educación de Santa María/RS (RME/SM), utilizando análisis documental, cuestiona-rio mixto online y entrevista semiestructurada. Los datos construidos indican que la investiga-ción brindó espacios de diálogo y escucha a los directivos, en los que fue posible establecer comparaciones y reflexiones sobre los documentos y bibliografías analizadas, con el fin de establecer aproximaciones con las demandas y resignificaciones de los procesos relaciona- dos con la RME. Plan de Dotación de Personal/SM que, en la percepción de los directivos, losprocesos están organizados y bien conducidos, pero necesitan ser rearticulados y calificadospermanentemente. Considerando que se trata de una investigación de maestría profesional, el objetivo fue contribuir a la sistematización de los procesos de gestión de personas en la Red Municipal de Educación de Santa María/RS, culminando, así, con la elaboración compar- tida de un “Folleto de lineamientos técnicos para la construcción del Plan de Dotación de Personal de esta Red Educativa”.Este trabalho de pesquisa, do Curso de Mestrado Profissional, do Programa de Pósgraduação em Políticas Públicas e Gestão Educacional da UFSM, aborda a gestão de pessoas na área da Educação. Tem por objetivo geral compreender os processos de gestãode pessoas realizados na Rede Municipal de Ensino de Santa Maria/RS, no sentido de contribuir para a rearticulação e qualificação do Plano de Lotação de Pessoal. E por objetivosespecíficos prioriza: i) historicizar as políticas e processos de gestão educacional e escolar em articulação com a gestão democrática; ii) identificar como acontecem os processos de gestão de pessoas na Rede Municipal de Ensino de Santa Maria/RS; iii) reconhecer na perspectiva dos gestores(as) educacionais e escolares da Rede Municipal de Ensino de SantaMaria/RS quais demandas, desafios e possibilidades relacionadas aos processos de gestão de pessoas; iv) construir orientações técnicas que contribuam para a rearticulação e qualificação dos processos de gestão de pessoas da Rede Municipal de Ensino de Santa Maria/RS. Metodologicamente, trata-se de uma pesquisa implicada de natureza qualitativa, que foi realizada com gestores (as) da Rede Municipal de Ensino de Santa Maria/RS (RME/SM), utilizando-se da análise documental, questionário misto on-line, e entrevista semiestruturada. Os dados construídos apontam que a pesquisa oportunizou o diálogo e escuta dos gestores (as), em que foi possível estabelecer comparativos e reflexões aos documentos analisados e bibliografias, no sentido de estabelecer aproximações com as demandas e ressignificações dos processos relacionados ao Plano de Lotação de Pessoal daRME/SM que, na percepção dos gestores (as), os processos são organizados e bemconduzidos, mas necessitam ser rearticulados e qualificados permanentemente.
