Resumo: Tilapia (Oreochromis niloticus) is one of the most consumed fish in the world, standing out as one of the main products of global aquaculture. Brazil, in particular, ranks fourth in the world ranking for production of this species. In this context, Rio Grande do Sul has sought to expand its participation in Brazilian fish farming, focusing on tilapia production. However, the development of the production chain still faces structural challenges that impact its competitiveness. In view of this, this study aimed to analyze the tilapia production chain in the state of Rio Grande do Sul and the governance structures that govern commercial relations between producers and processing industries, seeking to understand how these dynamics influence the efficiency and competitiveness of the activity. The dissertation was structured in two scientific articles. The first article characterized the production and industrialization of tilapia in the state, while the second sought to identify the governance structures of the production chain, focusing on commercial interactions between producers and processing industries. The results revealed a scenario of increasing professionalization and investment by agents in tilapia production, including those who treat the activity as a secondary source of income, adopting sustainable technologies and seeking to expand production. However, the research also identified the adoption of a market governance structure, marked by high asset specificity, informality in commercial relations and low communication and cooperation between the links in the chain. These factors hinder coordination, compromise competitiveness and reduce the efficiency of the sector. In addition, the absence of regulatory institutions that consider the particularities of the production chain represents an additional obstacle to its development. It is concluded that, in order to promote sustainable and competitive growth in the tilapia production chain in Rio Grande do Sul, it is essential to strengthen governance, formalize commercial relations and establish regulatory institutions capable of coordinating and representing the sector. This strengthened structure can also enable the implementation of solutions that align the economic objectives of the activity with environmental requirements, contributing to the achievement of the targets established by the Sustainable Development Goals (SDGs).

O Brasil, em particular, ocupa a quarta posição no ranking mundial de produção da espécie. Nesse contexto, o Rio Grande do Sul tem buscado ampliar sua participação na piscicultura brasileira, com foco na produção de tilápia. Contudo, o desenvolvimento da cadeia de produção ainda enfrenta desafios estruturais que impactam sua competitividade. Diante disso, o presente estudo teve como objetivo analisar a cadeia produtiva da tilápia no estado do Rio Grande do Sul e as estruturas de governança que regem as relações comerciais entre produtores e indústrias de processamento, buscando compreender como essas dinâmicas influenciam a eficiência e a competitividade da atividade. A dissertação foi estruturada em dois artigos científicos. O primeiro artigo caracterizou a produção e a industrialização da tilápia no estado, enquanto o segundo buscou identificar as estruturas de governança da cadeia produtiva, com foco nas interações comerciais entre produtores e indústrias processadoras. A integração dos resultados revelou um cenário de crescente profissionalização e investimentos dos agentes acerca da produção da tilápia, inclusive aqueles que tratam a atividade como de renda secundária, adotando tecnologias sustentáveis e buscando expandir a produção. No entanto, a pesquisa também identificou a adoção de uma estrutura de governança de mercado, marcada pela alta especificidade dos ativos, informalidade nas relações comerciais e baixa comunicação e cooperação entre os elos da cadeia. Esses fatores dificultam a coordenação, comprometem a competitividade e reduzem a eficiência do setor. Além disso, a ausência de instituições reguladoras que considerem as particularidades da cadeia produtiva representa um obstáculo adicional ao seu desenvolvimento. Conclui-se que, para promover o crescimento sustentável e competitivo da cadeia produtiva de tilápia no Rio Grande do Sul, é essencial fortalecer a governança, formalizar as relações comerciais e estabelecer instituições reguladoras capazes de coordenar e representar o setor.
