This research aims to study and analyze the political organization and action of Maranhão?s provincial elite in the mid-nineteenth century, between 1843 and 1857. It seeks to understand, within and from the institutional space of the Provincial Assembly, its maneuverability and influence in the affairs of provincial government, and therefore, it they could carry out their (potential) projects. To this end, the research covers the beginning of the normal functioning of the Provincial Assembly until the year of 1857, the subsequent legislature to the Lei dos Círculos, which reconfigures the form of composition of the provincial legislature; it also studies the functioning of the Provincial Presidency, body idealized as the local representative of the central government, to understand the relationship of this institution with the Assembly and the limits set for the actions of the latter. To verify how the local elites acted in the provincial government, I will analyze a specific documentary corpus, namely: the minutes of the Assembly, budget laws, official correspondence, reports of the provincial presidents and budgets. To understand the public debate that entails the Member's actions, I shall turn to the newspapers of the period. Finally, I will consult the collections of Laws of the Empire and the Province to understand the institutional framework.
