Implicações para a saúde pública dos programas de responsabilidade social da indústria de bebidas alcoólicas no Brasil

Resumo: Objective: To identify, monitor and analyze through a public health perspective the corporate social responsibility practices conducted by the alcohol industry in Brazil. Methods: A content analysis was performed in 54 activities from Brazil, selected from the authoritative database of the International Alliance for Responsible Drinking. The research protocol was developed by a group of investigators, including the author, and based on alcohol control and corporate social responsibility literature. The research also assessed the accuracy of information provided by the alcohol industry. As there was no “gold standard” for this purpose, researchers adopted the LEAD standard (acronym for Longitudinal, Expert and All Data). Results: Major alcohol producers performed the majority of the initiatives in Brazil (89%). Many activities were conducted with partners (78%), including government, universities, non-governmental organizations, social aspects and public relations organizations, and trade associations. The involvement of at least one governmental agency (as single partner or as one of many) was observed in 44% of the activities. The industry short descriptions reported an evaluation in 20% of the activities, most of them process evaluations (82%), and the majority (73,5%) could not fit into any category of the Global Strategy to Reduce the Harmful Consumption of Alcohol from the World Health Organization. The results also revealed that most actions (91%) were estimated on the basis of the research evidence to lack effectiveness or to have insufficient research to judge their likely results. Almost half (47%) of the actions were found to have the potential to market specific products or brands of alcoholic drinks. Conclusion: While these efforts seem laudable at first, the results question the quality and added value of the activities run by the alcohol industry in Brazil, and suggest they are being used in part to market the industry’s products. Besides, it seems concerning that due to the implicit marketing strategy, the Brazilian population does not have the possibility to defend citizens, especially vulnerable populations, as teenagers, from the type of propaganda, as defined by the Brazilian Constitution.

Métodos: A amostra de pesquisa esteve circunscrita ao compêndio de atividades mantido pela International Alliance for Responsible Drinking. Foram identificadas 54 atividades conduzidas no Brasil, que foram submetidas à análise de conteúdo por meio de um protocolo de pesquisa desenvolvido por um grupo de pesquisadores, incluindo a autora desta tese, tendo por base a literatura sobre políticas de controle do álcool e responsabilidade social empresarial. Foram analisadas variáveis de impacto político e de impacto direto no público-alvo. Além disso, com o intuito de enriquecer a base de dados e validar as informações previamente reportadas pela indústria de álcool, foi criado um método adicional de coleta de dados, denominado “padrão LEAD”, que é um acrônimo para as palavras em inglês Longitudinal (longitudinal), Expert (especialista) e All Data (todos os dados). Resultados: A maioria das atividades (89%) foi conduzida por grandes empresas produtoras de bebidas alcoólicas. A parceria da indústria de álcool com outras organizações ocorreu em 78% das ações, incluindo organizações não governamentais, Universidades, associações comerciais e organizações de aspectos sociais e relações públicas. O governo esteve presente como parceiro em 44% das atividades. Adicionalmente, a indústria reportou algum tipo de medição de resultados em 20% das ações, mas a maioria (82%) consistiu em avaliação descritiva. Na maioria das ações (91%) não foi encontrado qualquer tipo de efetividade na resolução dos problemas de saúde pública associados ao consumo de álcool, seja pela falta de evidências e estudos que embasassem as atividades, ou pela comprovação da falta de efetividade dos componentes da ação. Além disso, a maioria das atividades não estava em conformidade com a Estratégia Global para Reduzir o Consumo Nocivo do Álcool pela Organização Mundial da Saúde (73,5%). Em 47% das ações foram encontrados componentes de marketing para promover marcas e produtos. Conclusão: Diferentemente do que tem sido divulgado pelas empresas de álcool, a maioria das ações de responsabilidade social empresarial não são efetivas em reduzir os problemas relacionados ao consumo de álcool e não estão de acordo com os princípios e áreas de ação sugeridos pela Organização x Mundial da Saúde.
