The actions developed by public policies must reflect the needs of society; therefore, when legislating in favor of the establishment of sustainable purchases at the federal, state and municipal levels, in addition to other bodies linked to public administrations, sustainable goals must be established in Brazil. Public purchases play a fundamental role in the country's social, economic and environmental development, as they have a relevant share in the Gross Domestic Product (GDP) and can contribute as a strategic tool to boost the market and consumption. To guarantee purchases in a transparent and auditable manner, standardized processes are carried out that reduce suspicions linked to corruption and favoritism. In this way, the bottlenecks and obstacles in the inclusion of public food purchases as public policy were highlighted, as well as the points considered positive. In the second stage, the comparative study of bidding laws intended to verify how sustainability was included in this context.
