This essay argues that the rural areas should not be restricted just on agricultural production and that the territorial approach gives new elements to the rural development conception. These new references were gradually incorporated, even of a partial way and contradictory, through public policies. To support this argument, we have investigated, in light of theoretical references on development, the rurality and the public policy, the historical changes, conceptual and practical rural development. The theoretical analysis was related to the experience of promoting territory development in the Ministry of Agrarian Development (MDA) through the National Program for Sustainable Development in Rural Areas (PRONAT) and its operationalization in the Serra do Brigadeiro Territory (TSB), instituted in 2003. In TSB, the Collegiate of Territorial Development, created to manage the program, starred in an action for monitoring of projects that received government funding. With this research it was possible identify not only the "new" references to rural development and operationalization of public policies but also the institutional innovations resulting from the learning process created by the operationalization of PRONAT to TSB. The social interaction and monitoring of projects are contributing to a better designation of public resources, although the TSB and its collegiate still lack the autonomy to drive the development process.
