This study presents the perception of strategic agents on the Tourist Circuits Policy and key developments in the municipalities belonging to the Water Circuit. This research was classified as a case study, the descriptive type. For its realization we used the following methods of research: literature and documentary research and survey. The object of study is the tourist circuits policy implemented in the cities belonging to the Water Circuit, the units of analysis are the ten municipalities members of the association of the Circuit and SETUR. The data gathering came from documents, publications and semi-structured interviews with a representative from each municipality and a representative of SETUR. Data analysis was performed using the technique of content analysis. The content analysis reveals the history of the tourist activity in the region of the Water Circuit, the motivations for the integration of municipalities in the Regional Association of Water Circuit - ARCA and a review of the implementation of the Circuits Policy on the Water Circuit . The history of the activity revealed three distinct stages of tourism in the cities belonging to the Circuit. The boom in tourism that occurred in the early twentieth century due to thermal practices, coupled with the practice of the casinos. The decline in activity, due to the prohibition of gambling in Brazil and the end of drug treatments with thermal practices. And the moment of integration of the municipalities to the ARCA , a fact that has brought new opportunities for tourism in the region. The study also presents the motivations that led municipalities to integrate the Circuit among which stand out from the benefits of the policy. The analysis of the proposed implementation in this study reveals the benefits of being part of the Circuit, the actions taken by SETUR to the Water Circuit and changes in the municipalities belonging to ARCA. The main advantages identified were access policy and the allocation of resources, promotion and dissemination of municipalities and regional integration favoring an increase on the permanence of tourists. Among the actions taken by the SETUR are capacity building, sensitization and mobilization of those involved with tourist activity, the project APL of Waters and the promotion and dissemination of municipalities. These actions resulted in greater awareness of the private sector, the greater promotion and dissemination of the municipalities, a fact which allowed the inclusion of some cities in tourist routes and implementation of tourist signs in the region. It is believed that this study will contribute with the advancement in the literature about public policy and tourism, because the study provides the recovery of the history of tourism development in the region of the Water Circuit. In the same manner this study provides from its developments an overview on the political, economic and social development with a view on the integration to an association of municipalities for the development of the tourist activity, and provide feedback about the actions of the Circuits Policy on the Water Circuit on the perception of strategic agents allowing the government subsidies for decisions on the Tourism Policy of Minas Gerais.
