Whereas the performance of the government and society are fundamental to the development of tourism, this study presents an analysis of the relationship between State public planning and tourism development in destinations inducers. Thus, the Minas Gerais State was mainly chosen because it has different characteristics in the public administration context, because of the changes made with the implementation of administrative management model, known as ―Choque de Gestão‖, and it presents different initiatives in the tourism sector as the policy of Tourist Circuits. The theoretical framework included the contribution of the specialized literature on public administration and tourism in order to find the necessary subsidies and designs to implement this study, which is characterized as qualitative and applies techniques (semi-structured) interviews, documentary and bibliographic research. The results are shown in three stages. The first one deals with the description of the Office State planning of tourism of Minas Gerais (SETUR) in the period under analysis (2007/2010) and also the identification of perceptions about the planning of the social actors of the destinations inducers. The second step is a characterization of the destinations considering indicators related to economic, cultural and organizational dimensions (TOMAZZONI, 2009). Finally, it presents discussions that emerged in the analysis of SETUR planning and the tourism development of tourism inducers. The results bring out elements that are presented as advances and limitations of the planned actions for the tourist development in destinations of Minas Gerais, besides discussions that go beyond the State context, providing a reflection of the vulnerability of concepts as the ones experienced in the regional and national tourism. Among them: the economic and developer focus on tourism assigned to the State public power, the need to review the destinations chosen as inducers in Minas Gerais, considering the interests of host communities, the problems about the continuity of the policy of Tourist Circuits, the need for social management in such destinations and a reflection on what is meant by the tourism in the city and state fields.
