This study aims to analyze the perception of the population of Viçosa about the performance of public institutions and compare it to the data published by official bodies, as well as investigate the level of civil society participation on the public institutional scenario of the city regarding the population s view. The discussion outlines theories of public administration, detailing its models, especially the societal model and the public institutions, for they are channels of social participation. This is a descriptive research, in which the primary qualitative data were compiled from a survey. The results characterize the public institutions of Viçosa based on data provided by the government and by official bodies, followed by the relation of conditioning factors present in the Institutional Component of Ecological and Economic Zoning of the State of Minas Gerais (ZEE/MG) and collective perception of the population about the performance of these institutions, as well as the population s opinion about the lack of institutions in the city, ending with a discussion about the popular participation in municipal institutional scenario. The study of the city s institutional profile showed the potential of the city to fulfill the collective demands and develop further. Its institutional complex is favorable to local development and offers a considerable number of municipal administrative councils and intermunicipal consortiums that may contribute with the link between public authority and the representative entities. The comparison between results of the field research and the conditioning factors present on the Institutional Component of ZEE/MG showed a relative similarity amongst the secondary data and the perception of the population, pointing the legitimacy of the instruments. Regarding the investigation of the level of participation of the civil society in the public institutional scenario of the municipality, the research pointed the relevance of moving further in this study, considering the numerous channels of participation created in the city on the last decades, the difficulty of raising popular participation and the State pressure to narrow this relationship. With regard to the forms of management, it could be seen the challenge of consolidating the societal practices in public administration, faced by several Brazilian municipalities. The municipal management is characterized by the bureaucratic, patrimonialistic inheritance, transiting between the strength of a managerial administration and the attempt to implement a model that emphasizes the civil society participation.
