Produção localizada e inovação: o arranjo produtivo local de fruticultura irrigada na microrregião do baixo Jaguaribe no Estado do Ceará

Resumo: Brazil is the third producer of fruits in the world, with an annual production of 38 million tons. In Northeast region, fruit agribusiness, is of fundamental importance for the country, with the total exports from the Northeast corresponding to 57% of the total fruit exported from Brazil. The state of Ceará is of fundamental importance in the regional and national scenario, due to 12 agro products, which in 2003, were responsible for 50% of the total exports from Ceará with cashew nuts, leather, shrimp, lobster and fruits having significant importance. In the Northeast, specifically in the state of Ceará, farming activities are practiced basically by low income agricultural families, since the region concentrates the highest number of family households in Brazil. In this context, Brazilian fruit commercialization in the national and international market is a strategy to create jobs, income and currency for the country. Win highlights, the development processes and competitive advantage analysis, due to the insertion of innovative local productive arrangements (LPA), and also because, industrial and development policies started to give special attention to the formation of these arrangements and productive systems. With this perspective a proposal was developed to analyze the local productive arrangement of the irrigated fruit production in the county of Limoeiro do Norte and Russas in the state of Ceará. It was intended to, from the characterization of the productive arrangement structure, identify local potentialities and institutional configuration action and actors, identify and analyze homogeneous groups of producers with different production and innovative levels, enabling a better development in the LPA. The identification and characterization of the LPA fruit structure, was based on the neo-Schumpeterian approach in local innovative systems. The grouping and factorial analysis allowed the reduction of data and the identification of distinct groups of producers, in a way that permitted to calculate a hierarchy index that represented the level of innovation, identifying a nucleus group of producers responsible for the development of the LPA or that are responsible for the stimulus of interaction activities, cooperation and learning in the LPA, making the local innovative productive activities dynamic. It was found the existence of an LPA formed by micro, small, medium and big producers sited in a same region, where there are a great diversity of actions and agents involved in the same activity, developing innovative processes and collective learning which are passed through tacit knowledge and cooperation experience that are shared between producers and institutions, favoring the growth and development of irrigated fruit agribusiness in the micro-region. The use of factorial analysis, allowed to summarize the information of the 17 explanatory variables utilized in the study, in to four factors: productive and innovative level (F1), capacitating and information level (F2), technological and cooperative level (F3), intellectual level (F4), of the producers in the LPA. The development of the irrigated LPA fruit agribusiness of the Low Jaguaribe microregion in the state of Ceará, is sustained by a group of producers that are more integrated and intensive in the production process, innovation, cooperation and interactive learning, and by relations developed in local a local scale. The existence of the LPA generates positive returns to the producers and constitutes an important instrument in the creation of jobs and income, and thus regional development. The geographic proximity and the activities of cooperation and innovation strengthen the diffusion of production and commercialization of fruits in the region. Among the effective policies that could contribute to the growth and development of the activity, is suggested the supply of subsidized energy; a better transportation infra-structure; and the diffusion of actions accompanied by and efficient marketing service of the LPA product.

Na região Nordeste, o agronegócio de frutas é de fundamental importância para o País, pois o valor total das exportações nordestinas corresponde a 57% das exportações brasileiras de frutas. O Ceará se destaca no cenário regional e nacional, por meio de 12 produtos de origem agropecuária que em 2003 responderam por cerca de 50% das exportações totais cearenses, com destaque para castanha-de-caju, peles e couros, camarões, lagostas e frutas. No Nordeste, especificamente no Ceará, as atividades agropecuárias são desenvolvidas basicamente por agricultores familiares de baixa renda, pois a Região concentra o maior número de estabelecimentos familiares do Brasil. Nesse contexto, a comercialização de frutas brasileiras no mercado nacional e internacional representa estratégia para originar empregos, rendas e divisas para o País. Ganham destaque os processos de desenvolvimento e análises de vantagens competitivas locais, pela inserção de arranjos produtivos locais (APL) inovadores, visto que, nos últimos anos, as políticas industriais e de desenvolvimento passaram a dar particular atenção à formação destes arranjos e sistemas produtivos. Nessa perspectiva, enquadrou-se a proposta de analisar o arranjo produtivo local de fruticultura irrigada localizado nos Municípios de Limoeiro do Norte e Russas, no Estado do Ceará. Pretendeu-se com a caracterização da estrutura produtiva do arranjo, identificação de potencialidades locais e da atuação das configurações institucionais e agentes, identificar e analisar grupos homogêneos de produtores com diferentes níveis produtivos e inovativos, possibilitando seu melhor desenvolvimento no APL. A identificação e caracterização da estrutura do APL de fruticultura tomaram como base a abordagem neo-schumpeteriana sobre sistemas locais de inovação. A análise fatorial e de agrupamentos permitiu a redução dos dados e a identificação de grupos distintos de produtores, de forma a subsidiar o cálculo de um índice de hierarquização que representou o grau de inovação, identificando um núcleo ou grupo de produtores responsável pelo desenvolvimento do APL ou que estimula as atividades de interação, cooperação e aprendizado dentro do arranjo, dinamizando as atividades produtivas e inovativas locais. Constatou-se a existência do APL formado por micro, pequenos, médios e grandes produtores situados numa mesma região, em que há grande diversidade de ações e agentes envolvidos em torno da atividade, desenvolvendo processos inovadores e aprendizados coletivos, transmitidos por conhecimento tácito e experiências de cooperação compartilhadas entre produtores e instituições, favorecendo o crescimento e o desenvolvimento da fruticultura irrigada da microrregião. A utilização da técnica de análise fatorial permitiu resumir as informações contidas nas 17 variáveis explicativas utilizadas no estudo, em quatro fatores, nível produtivo e inovativo (F1), nível de capacitação e informação (F2), nível tecnológico e cooperativo (F3) e nível intelectual (F4) dos produtores do APL. O desenvolvimento do APL de fruticultura irrigada da microrregião do Baixo Jaguaribe no Estado do Ceará é sustentado por um grupo de produtores mais integrados e intensivos nos processos de produção, inovação, cooperação e aprendizado interativo, e pelas relações desenvolvidas no plano local. A existência desse APL enseja retornos positivos para os produtores e constitui importante instrumento de geração de emprego e renda e desenvolvimento regional. A proximidade geográfica e as atividades de cooperação e inovação fortalecem a difusão do conhecimento de produção e comercialização das frutas da região.
