The National Policy on Technical Assistance and Rural Extension PNATER, established by the Law 12,188 of January 11th, 2010, was prepared with the purpose to guide the Rural Technical Assistance - Ater entities that seek to access its resources. It was elaborated based on the actions and methods reorientation of Ater in Brazil, after being found that the current model, based on diffusionism, deployment tool of modernizing model adopted by the government for the national agricultural, caused many problems. Among which, the land possessions concentration, the rural exodus increase, environmental impacts and socio- economic exclusion of part of the family farmers in Brazil, especially in the North and Northeast regions. Elaborated based on the perspectives brought by the new Ater model, use of participatory methodologies, adoption of ecologically-based agriculture, valorization local knowledge, policy management democratization, for example, the PNATER, to actualize itself, needs changes occur both in the actions of extension, as the actions of Ater institutions. Adding to these facts, the question to be a universal policy, the only one for all the national territory and its various beneficiaries, is believed that possible mishaps may occur in its operationalization in different national and local contexts. It is assumed, therefore, that differences such as social, economic, environmental, institutional, for example, affect the efficiency of public policies, so that there are different results in the different regions where they are operationalized. In this way, this study aims to identify how the PNATER operationalization is occurring under the Ater services of the Company of Agricultural Development of Bahia State - EBDA on the work of its regional management located in Seabra City, Chapada Diamantina Bahia State. Thus, we try to identify, from the staff perception of extension of this regional management, how the PNATER become visible in EBDA actions and programs. It was found that the PNATER is not, in fact, the direction of the work of the Ater local team, being present for most interview participants indirectly, because part of the programs worked by the local team has relation with the principles and objectives of this public policy. Most interview participants even know the document that should be the goal of their work, and there is more than one case where the server declare even know of the existence of the law, that is responsible for instituting this public policy.
