By 1950 the Catholic Church that is a strong influence in the socialization process in the Brazilian rural area, began to have a more scathing position about the agrarian issue in the country. This position, however, varied during the time turning into a contrast position to the Agrarian Reform, agreeing with the conceptions of the State to a position for the Agrarian Reform from the 1970 s that resulted in the creation of LPC (Land Pastoral Commission) as an specific service to attend demands from rural workers involved in conflicts for the land. This work analyses the situation of the Land Pastoral Commission (LPC) in the agrarian reform in Campos de Goytacases, especially, the activities made for the settlements in the city and region. It was verified that up the lack of aid of the city s church hierarchy, the LPC has been a big partner of MST, both been organizers of the occupation of unproductive land and they are responsible for the sociopolitical formation of landless in the northern Rio. This narrowness of laces can also be realized in the conception of the activities developed with the actual settlements. The school and agro ecology fair idealized from missionary principles of LPC shows an anti-capitalist view that that belongs to MST and do not act directly on the most urgent demands of the settlers: settlers cooperation, technical assistance and infrastructure for production flow. There is a mismatch between the LPC projects and the settlements demand of Zumbi dos Palmares. This reality is not confined to the city of Campos dos Goytacazes reflecting what Martins said to be the anomie of social movements in Brazil.
