The themes that encompass the development, constantly are objects of study and discussion among thinkers, political leaders and also by much of society. Both currently thinking about the idea or term development, leads us there is a range of different possibilities such discussions on local, on urban, on rural development among others. The various approaches and paradigms brought by scholars on the subject despite streamline the discussion, do not eliminate the premise that development is a process that must be thought of in a generic way, independent of the focus of analysis, development is one and is strongly linked to improving the life of societies. From the understanding of the strong link between policies and land management and development, this research aimed to discuss the following question: How does the concept of development is embodied in the policies of land management in Brazil and Galicia (Autonomous Community of Spain)? The understanding this issue will be with the behavior analysis of some aspects of rural development in the management of land in Brazil and Galicia. Specifically this thesis seeks to understand the perspectives of development adopted by the policies of land management and how they are materialized in policies Banco da Terra (now called Programa Nacional de Crédito Fundiário - PNCF) and Banco de Terras da Galícia, taking as reference development concepts. The way farms are organized reflects the historical, economic and social processes in each country or region. The different types of organization of rural properties, called land structures, add a set of characteristics that influence positively or negatively the question of development in each area or territory. In view of the negative aspects of structures of Brazil and Galicia and attempt to understand the instruments that seek to mitigate these aspects was found in this work that the management strategies of agricultural credit policies and land lease, in both contexts follow the changes in thinking about the ideas of development.
