This study was aimed to investigate the buffer zone of Parque Municipal da Serra de São Domingos, a full protection conservation unit located in Poços de Caldas: its conflicts of use and soil occupation, the neighboring resident wishes, their environmental risks and the laws that rule the area. The need for research is based on the fact that there is little content in the Management Plan facing the tampon zone of the conservation unit in Poços de Caldas, being absent from the document some information about what composes and occurs in the protection area. Public agencies were consulted for the documentary research in order to raise cartographic databases, laws that support the buffer zone as well as local demographic data, besides having been made a critical analysis of the unit Management Plan, with respect to the buffer zone. It was made the map of land use and occupation to help to understand what happens and comprehends the buffer zone. It was also studied the environmental perception of residents from the surrounding rural areas of the park, and it was raised through application forms filled through interviews. The development of the research revealed that the buffer zone is made only by remaining portions of native forest and some incomplete stretches of riparian forests from streams that are born in the park, leaving the rural properties and other land uses only tangents to the buffer zone. This way, rural areas with soil already parceled are expanding constantly, as well as forestry and other agricultural crops that also advance towards the tampon zone and the preservation zone itself. The set of laws from federal and state levels in relation to the full protection unit of buffer zones is quite extensive. The Manegement Plan is quite wordy to propose projects for the surroundings of the Parque Municipal da Serra de São Domingos, which has extensive population scattered in adjacent farms and residential agglomerations. The survey of environmental perception of this demographic group has shown that there is turnover of residents in farms and constant arrival of new residents in the places with the ground installments, confrontational scenario for the goal proposed by the management of the park that is to run it through a participatory management. This panorama becomes obstacle once the research has shown to have been, at least among the respondents, consultation among local residents for the delimitation of the buffer zone, as well as that just a small group of respondents shown to be aware of that zone proximity. Therefore, so that the buffer zone of Parque Municipal da Serra de São Domingos to be effective in their role it is necessary some efforts that work from the perimeter area of the review, through the guidance and supervision of farmers and as well as the whole compliance with the set of laws as far as the development of environmental education projects for those who live in the unit surrounding areas.
