FUNPRESP-EXE: vantagens e desvantagens na adesão do servidor público

Resumo: This article presents the concepts of Social Previdence, compulsory contributions and the expectation of benefits in retirement, taking into account the current legislation at the admission in federal public services. It also shows the concepts of Complementary Previdence (open and closed), investments, risk and return, especially, in order to guide the server to the possibilities of investments in Complementary Previdence. The dissertation aims to compare investments in FUNPRESP or open Complementary Previdence Entities, describing advantages and disadvantages, to the federal public worker, in the role of Alternative Active Participant on the investment in FUNPRESP. In order to achieve such goal, the article presents the following chapters: Social Previdence, the General Social Previdence Regime, as well as the Proper Social Previdence Regime. After such explanation, it was introduced the theme Complementary Previdence distinguishing Closed Complementary Previdence Entity - EFPC (FUNPRESP) from Open Complementary Previdence Entities - EAPC. To carry on the research, the procedure used for collecting data was document research. Document research aimed to analyze the information provided on internet websites as the expectations of Plan Rentability, background and some simulations have been performed. By the end, it is been verified that the investment in FUNPRESP presents advantagens and disadvantages in relation to some investiments in EAPC, depending on the profile of the worker that will perform that investment. The high percentage of performance rate (7%) is a disadvantage compared to other Previdence Plans, but the administration rate of 0% is one of the advantages of FUNPRESP. Therefore, FUNPRESP isn't the best investment alternative in all cases. To servers that will contribute for longer periods, FUNPRESP seems better than to servers that tend to contribute for shorter time.

Também são apresentados os alguns conceitos de Previdência Complementar (aberta e fechada), investimentos, risco e retorno voltado principalmente, para orientar, o servidor para as possibilidades de investimentos em Previdência Complementar. O objetivo do trabalho consiste em comparar investimentos na FUNPRESP ou em Entidades de Previdência Complementar aberta, descrevendo as vantagens e desvantagens, para o servidor público federal, na condição de Participante Ativo Alternativo no investimento na FUNPRESP. Para alcançar o objetivo proposto, o trabalho apresenta os seguintes capítulos: a Previdência Social, o Regime Geral de Previdência Social, bem como o Regime Próprio de Previdência Social. Após esta explanação, foi introduzido o tema Previdência Complementar fazendo a diferenciação de Entidade Fechada de Previdência Complementar - EFPC (FUNPRESP) e Entidades Abertas de Previdência Complementar - EAPC. Para a realização da pesquisa, o procedimento utilizado para a coleta de dados foi a pesquisa documental. Na pesquisa documental buscou-se analisar as informações disponibilizadas pelas instituições, na internet, como as expectativas de rentabilidade dos Planos, histórico e foram realizadas simulações. Ao final, verificouse que o investimento na FUNPRESP apresenta vantagens e desvantagens em relação a alguns investimentos em EAPC, dependendo do perfil do servidor que realizará o investimento. A alta taxa de carregamento (7%) é uma desvantagem em relação a outros planos de Previdência, mas a taxa de administração em 0% é uma das vantagens da FUNPRESP. Sendo assim, a FUNPRESP não é a melhor opção em investimento em todos os casos. Para servidores que farão aportes por períodos mais longos, a FUNPRESP se apresenta melhor que para servidores que tendem a contribuir por um período menor.
