Resumo: | This paper aims to identify how Information and Communication Technology (ICT) can influence the approximation between representatives and representatives in the Brazilian public administration in order to contribute to the construction of a social and more democratic public management. Besides this main objective, the work has the following specific objectives: to investigate the national scenario in relation to the influence of ICT in the approximation between representatives and represented; identify applications in Brazil capable of providing the user with direct participation and voting power, public manager monitoring and the ability to promote communication between elected and voter; develop a digital management map to guide the effectiveness of applications in relation to participation and representation; besides proposing an ICT intervention for the municipality of Varginha as a mechanism to instrumentalize social management in the city. This research can be justified by the ability to promote reflection on the use of ICT as useful tools for improving public management, contributing to fair, transparent and efficient public administration through the participation of society. The research was conducted from October 2018 to June 2019, from the study of applications that potentially have alignment with the proposed objective. These applications offer the possibility to connect the public power (executive, legislative and their bureaucracies), directly to those who elected it, either individually or through dialogue with civil society organizations. After completing the information gathering stage, by downloading the applications aimed at including citizens in public policy decisions, the qualitative-comparative analysis technique was used to contribute to the transformation process of these collected data into results. In addition, the term analyzes of methodology, accessibility and interactivity with the user were also performed. At the end of the paper, the position of each researched application within the digital management map is presented, so that one can understand how each of the tools is characterized in relation to the capacity of participation and representation, enabling the improvement of democracy and, therefore, the consolidation of social management. However, antagonistically, none of the apps that could contribute to social management do so to the full. |

However, antagonistically, none of the apps that could contribute to social management do so to the full.O presente trabalho tem por objetivo identificar como a Tecnologia de Informação e Comunicação (TIC) pode influenciar na aproximação entre representantes e representados na administração pública brasileira a fim de contribuir para a construção de uma gestão pública social e mais democrática. Além deste objetivo principal, o trabalho possui os seguintes objetivos específicos: investigar o cenário nacional em relação a influência das TIC na aproximação entre representantes e representados; identificar aplicativos no Brasil capazes de oferecer ao usuário a participação direta e poder de voto, monitoramento do gestor público e capacidade de promover a comunicação entre eleito e eleitor; desenvolver um mapa da gestão digital afim de balizar a efetividade dos aplicativos em relação a participação e representação; além de propor intervenção de uma TIC para o município de Varginha enquanto mecanismo para instrumentalizar a gestão social na cidade. Esta pesquisa pode ser justificada pela capacidade de promover uma reflexão sobre o uso das TIC enquanto ferramentas úteis na melhoria da gestão pública, contribuindo para uma administração pública justa, transparente e eficiente, através da participação da sociedade. A pesquisa foi realizada no período de outubro de 2018 a junho de 2019, a partir do estudo de aplicativos que potencialmente possuem alinhamento com o objetivo proposto. Estes aplicativos oferecem a possibilidade de conectar o poder público (executivo, legislativo e suas burocracias), diretamente a aqueles que o elegeram, seja individualmente ou por meio do diálogo com as organizações da sociedade civil. Após a realização da etapa de levantamento das informações, através do download dos aplicativos que visam a inclusão dos cidadãos nas decisões sobre as políticas públicas, foi utilizada a técnica de análise qualitativa-comparativa para a contribuição no processo de transformação destes dados coletados, em resultados palpáveis de pesquisa, além disso, também foram realizadas as análises em termo de metodologia, acessibilidade e interatividade com o usuário. Ao fim do trabalho é apresentada a posição de cada aplicativo pesquisado dentro do mapa da gestão digital, para que se possa compreender como cada uma das ferramentas se caracteriza em relação a capacidade de participação e representação, possibilitando o aperfeiçoamento da democracia e, portanto, a consolidação da gesta social.
