Resumo: The aim of this study was to research the process of implantation and implementation of Educational Reform advanced by Law n° 5.692/71 in Minas Gerais through the first documents created by organizations which are bound to Educational State Department of Minas Gerais. To analyze the sources, Chartier's concept of representation (1990) was used as a reference. In August 11th, 1971 the National Congress approved Law n° 5.692 which created the 1st and 2nd grades teaching (Elementary School and High School) and altered several structures in force until then with the Law of Guidelines and Bases of Education n° 4.024/61. The new legislation has expanded the compulsory teaching from four to eight years and has established the end of admission exams thus expanding significantly the access to school. The new legislation also had reformulate the curricular structures, reorganized the grades, unified the elementary school and professionalized secondary education. Many of these changes to take effect require state supplements. This regulation was provided for in Article 72° from Law n° 5.692/71, which informs that the deployment of the law should be carry out progressively, according peculiarities, possibilities and specific law of each teaching system, noting the state plan of implantation, which should be followed by a previous planning elaborated to establish the general lines of the implantation. In Minas Gerais, the first documents produced presented the measures for implementing the new educational regime, at the same time building a series of representations about the new system considered more dynamic and adapted to the reality of young people, while the old system was shown as old-fashioned.

Para analisar as fontes, utilizou-se como referencial o conceito de representação de Chartier (1990). Em 11 de agosto de 1971, o Congresso Nacional sancionou a lei n° 5.692 que criou o ensino de 1° e 2° graus, e alterou várias estruturas vigentes até então com a Lei de Diretrizes e Bases n° 4.024/61. A nova legislação ampliou o ensino obrigatório de quatro para oito anos e estabeleceu o fim dos exames de admissão, com isso expandindo consideravelmente o acesso à escola. A nova legislação também reformulou a estrutura curricular, reordenou as séries, unificou a escola de 1° grau e profissionalizou o ensino secundário. Muitas dessas mudanças para serem efetivadas precisavam de regulamentação suplementar dos estados. Essa regulamentação estava prevista no artigo 72º da lei n° 5.692/71, ao informava que a implantação da lei seria realizada progressivamente, segundo as peculiaridades, possibilidades e legislação de cada sistema de ensino, com observância do Plano Estadual de Implantação que deveria seguir-se de um planejamento prévio elaborado para fixar as linhas gerais da implantação.
