The city of Campanha/MG has a rich historical heritage that can be seen through the buildings, urban layout and popular manifestations. Historical heritage is a property of all citizens, determining the identity and memory of a people and, therefore, must be preserved. This preservation takes place through the action of the public power with the participation of civil society in a municipal management council, a context in which the Municipal Council for Cultural Heritage of Campanha (COMPAC) is created. COMPAC's work establishes a relationship between public power and civil society characterized by tensions, conflicts and dialogue; so that the management of cultural heritage is designed to be carried out in a decentralized manner with the participation of civil society. In this context, this research seeks to understand the dynamics of COMPAC's performance and the development of the participation of its advisers; having as secondary objectives: historicizing the management of historical and cultural heritage in Campanha/MG; historicize the performance of COMPAC; investigate the deliberative process and the internal logic of COMPAC; and understand and analyze participation in COMPAC. To better understand the object and its particularities, the theoretical framework discusses the concepts of participation and municipal management councils. The methodology used comprises a qualitative research defined as a case study, in which a supplementary historical perspective is adopted, and phenomenology as an epistemological stance. To collect the information, the methods of documental research, participant observation and semi-structured interviews were used; while the data were processed through the techniques of document analysis and content analysis. As a result, aspects of COMPAC's performance were identified and discussed, as well as the deliberative process and the level of participation provided by the institution, as well as experiences and adversities found in participation. It is expected that the results of the investigation can support the elaboration of strategies that strengthen the participation in the studied Council.
