Ten years after the promulgation of the National Solid Waste Policy, Brazil still experiences a chaotic environment management scenario, especially with regards to small and medium-sized municipalities. As such, the search for solutions for more efficient waste management, especially in those municipalities, seems to be not only a choice, but a necessity. Faced with this need, this study aimed to propose a model for public policies for urban solid-waste management for small and medium-sized municipalities in Brazil. An analysis of the main difficulties encountered by these municipalities in the implementation of the National Solid Waste Policy; a meta-analysis of publications on the implementation of public policies related to solid-waste management; and, finally, a semi-structured interview with actors involved in the topics of waste were undertaken in order to achieve this goal. The results show that the problems are many, that they involve a range of societal sectors, and also that possible public policy models for solving the problem must involve continuous environmental education and municipal public policy planning based on local realities and built by means of exchange between technical experts and civil society.
