Resumo: In accordance with the objectives of Brazilian constitutional order, brought by the Brazilian Federative Republic Constitution of 1988, particularly in its 3rd article, becomes essentials fulfill the necessity of electric supply of the Amazon Isolated Systems and implement the regulatory acts developed to promote the economic progress of the north region of Brazil, a fair and just society and to diminish the Brazilian regional economic and social discrepancies. The politics of subsidies today implemented to allow the access of the north region populations and its industries to electric energy, especially the Conta de Consumo de Combustíveis dos Sistemas Isolados (CCC-ISOL), nevertheless fundamental to the achievement of the republicans objectives, represents a great cost to society, considering the cross-subsidies inefficiencies, the inexistence of a complete legal base to some political actions. Otherwise, the perspective of the implementation of key projects in the region, as the interconnection with the national grid, the construction of Hydro Power Plants in the Madeira river and the introduction of natural gas in Manaus, is taking away the spotlight in the CCC costs discussion. The present work, studying the current structure and the legal aspects of the Isolated Systems subsidies, propose measures to reduce the subsides inefficiencies in the CCC.

The present work, studying the current structure and the legal aspects of the Isolated Systems subsidies, propose measures to reduce the subsides inefficiencies in the CCC.A Constituição da República Federativa do Brasil de 1988, em seu art. 3º, elevou, de forma clara, os principais objetivos republicanos, em especial, o de construir uma sociedade justa e solidária, garantir o desenvolvimento nacional e reduzir as desigualdades regionais. Diante desse quadro, fundamental faz-se a análise do suprimento da necessidade de energia elétrica dos Sistemas Isolados da região Amazônica e das políticas regulatórias desenvolvidas para promover o desenvolvimento socioeconômico da região Norte do Brasil e reduzir as suas desigualdades em relação a outras regiões do país. As políticas de subsídios implementadas para permitir o acesso das populações da região Norte e do seu parque industrial à energia elétrica, notadamente a Conta de Consumo de Combustíveis dos Sistemas Isolados (CCC-ISOL), embora hoje fundamentais e indispensáveis à consecução dos citados objetivos republicanos, representam um grande custo à sociedade, tendo em vista a ineficiência econômica dos subsídios cruzados, a falta de base legal para algumas das políticas empregadas e o sub-aproveitamento de outros regulamentos. Ademais, a perspectiva de implementação em médio prazo de projetos estruturantes, como os anunciados: interligação de alguns sistemas isolados; construção de grandes usinas hidroelétricas do complexo do Rio Madeira; e a introdução do gás natural na cidade de Manaus, neblina os riscos presentes de abastecimento e, de forma preocupante, retira de evidência os dispêndios excessivos da CCC-ISOL. O presente trabalho, ao estudar o histórico da CCC-ISOL, a sua estrutura atual, as normas regulatórias dos subsídios do setor elétrico para os Sistemas Isolados e os projetos em curso envolvendo a região, analisando criticamente os mesmos, propõe soluções para a atual ineficiência dos subsídios concedidos para os Sistemas Isolados.Made available in DSpace on 2016-04-29T14:18:40Z (GMT).
