Resumo: | The general objective of this research is to analyze the effects and unfolding of the strategies and guidelines of the 2008 Itabuna Master Plan in the expansion of higher education, as well as to evaluate this relation with the development of the city in question. It was necessary to understand the right to education, in the highlight of higher education. As well as inferring the rules of the new urbanism, in its inter, pluri and transdisciplinary perspective, and education as part of the development process. In order to clarify such guiding questions, it was imperative to describe higher education in the municipality, to identify education in the legislation studied, to analyze the educational guidelines inside the plan, and to verify the compatibility of the policy guidelines with the current needs and proposals for the development of the Master Plan and the creation of higher education institutions. From this perspective, infers the delineations of the legislation applied to interdisciplinary municipal urban planning, with brief comments on the historical evolution of the theme, the unfolding of the City Statute and the Master Plan, as the main instrument of urban development, and the relationship with the expansion of higher education. The methodological course was developed by the case study method, accompanied by an exploratory and explanatory research, and documentary analysis. The research demonstrated the predominantly indirect relationship, of the master plan with the developments of higher education, when the strategies and guidelines contribute to an educational reference center; and direct when the plan encourages the expansion of courses, vacancies and establishments of higher education in favor of regional and urban development. |

Foi necessário compreender o direito à educação, no destaque do ensino superior. Bem como inferir as regras do novo urbanismo, em sua perspectiva inter, pluri e transdisciplinar, e a educação como parte do processo de desenvolvimento. A fim de esclarecer tais questionamentos norteadores, foi imperioso descrever o ensino superior no município, identificar a educação na legislação estudada, analisar as diretrizes educacionais, presentes no plano, e verificar a compatibilização das diretrizes políticas com as atuais necessidades e propostas de desenvolvimento do Plano Diretor e a criação de estabelecimentos de ensino superior. Nessa perspectiva, inferem-se delineamentos da legislação aplicada ao planejamento urbano municipal interdisciplinar, com breves comentários sobre a evolução histórica do tema, os desdobramentos do Estatuto da Cidade e do Plano Diretor, como principal instrumento de desenvolvimento urbano, e a relação com a ampliação do ensino superior. O percurso metodológico foi desenvolvido pelo método estudo de caso, acompanhado de uma pesquisa exploratória e explicativa, e análise documental.
