Resumo: Software project management is a complex and difficult task to control. This complexity together with the rapid evolution of information technology exposes software projects to uncertainties from different sources. These uncertainties frequently make software projects exceed their specified deadline and budget, as well as not meeting their expected quality. Through proper management of these uncertainties, it is possible to improve the results of projects, avoiding the negative consequences of project variables. The area responsible for managing these uncertainties is software engineering risk management. Risk management is an experience-based activity, because past experiences can be used to improve assertiveness in decisions about current and future projects. Nonetheless, although many organizations have large experience with software projects, they do not always organize this knowledge in a way that can provide support to risk management. In this scenario, this dissertation defines a method for building a risk management experience base for large software organizations. The approach seeks to build the experience base by colleting and organizing knowledge that is already available in the organization. The method was developed by action research at CPM Braxis, the biggest private Brazilian IT services_company.

Esta complexidade junto ao dinamismo e a rápida evolução da tecnologia da informação expõem estes projetos a incertezas das mais variadas origens. Estas incertezas não raramente fazem com que o projeto de software exceda o prazo e o orçamento previstos, além de não atingir as expectativas quanto à qualidade do software desenvolvido. Através do gerenciamento adequado destas incertezas é possível melhorar os resultados do projeto evitando que as conseqüências decorrentes de fatos negativos afetem significativamente as variáveis do projeto. A área responsável por gerenciar estas incertezas é a gerência de riscos em engenharia de software. Gerenciar riscos é uma atividade fortemente dependente de experiências passadas, pois através delas é possível ter uma maior assertividade nas decisões a serem tomadas em projetos futuros. No entanto, apesar de muitas organizações possuírem uma grande experiência com projetos de software, nem sempre este conhecimento está organizado de uma forma que possa apoiar a gerência de riscos. Diante deste cenário, esta dissertação define um método de construção de uma base de experiência sobre riscos em organizações de grande porte. A abordagem é disponibilizar um método que pode ser utilizado pelas organizações que necessitam construir uma base de experiência sobre riscos, coletando e organizando o conhecimento já existente na organização.
