Resumo: This work has the objective to study the institutional environment of Technological Parks and cooperation networks present at the government structure in the west region of Paraná and establish connections with the New Institutional Economy. These government structures have the institutional framework that allow them to be created and maintained. The game rules dictate the organization s actions through the macro institutions which are broader and affect all firms as well as the micro institutions that are nearer from the firms, affecting small groups of organizations, indicating their importance through the agent s limited rationality, supervision and punishment of opportunistic actions as well as through the support of emergence of new government structures such as networks of cooperation that have been understood as hybrid structures the properties of optimal balancing market an hierarchies. The survey was conducted in two Technology Parks in the region west or Paraná, with a form with structured questions an no structured, yet carrying a tape recorder. The current institutional environment is in favors of the emergence of new Technological Parks in Brazil, especially in the last ten years, however, the property rights is being known as one of the greatest worries of the institutions that influence these enterprises.

As regras do jogo delimitam as ações das organizações por meio das macro instituições que são mais amplas e afetam a todas as firmas e as micro instituições que ocorrem mais próximo às firmas, afetando grupos pequenos de organizações, denotando sua importância pela racionalidade limitada dos agentes, fiscalização e punição das ações oportunistas e apoio ao surgimento de novas estruturas de governança como as redes de cooperação que foram entendidas como estruturas hibridas ótimas equilibrando as propriedades de mercado e as hierarquias. A pesquisa foi realizada nos dois Parques Tecnológicos existentes na região Oeste do Paraná, com um formulário com perguntas estruturadas e semi estruturadas, portando ainda um gravador de áudio. O ambiente institucional atual favorece o surgimento de Parques Tecnológicos no Brasil, particularmente nos últimos dez anos, já os direitos de propriedade têm demonstrado uma das maiores preocupações nas instituições que influenciam estes empreendimentos.Made available in DSpace on 2017-07-10T18:33:50Z (GMT).
